In order to promote the in-depth cooperation and realize the joint development, Yongchang county and Jinchuan Group signed a strategic cooperation agreement on Feb 7. In March, after carrying out two-way investigations, the two sides have reached 13 cooperation intentions in five areas, including industrial cultivation and park development. On April 21, the copper smelting technology upgrade project of Jinchuan settled in Hexipu Industrial Park, Yongchang county. The total investment for the project is about 5.75 billion yuan (about $815 million). The treatment capacity of mixed concentrate is 1.53 million tons with an annual output value of 26 billion yuan.

The copper smelting technology upgrade project of Jinchuan is one of the key projects of Gansu province during the 14th Five-Year Plan (2021-25) period. It is the specific practice of Yongchang county and Jinchuan Group to implement the deployment plan of "strong industry" and "strong county" of the local government. It is also an important part of Jinchuan Group to realize the strategic plan of "building a new Jinchuan" and form its coordinated development.
After construction, the copper industry scale of Jinchuan Group will have a capacity of 700,000 tons of copper pyrometallurgy. At the same time, the project will be built adjacent to the acid and steam consuming chemical projects of Hexipu Industrial Park, and will become a "powerful engine" for the park to expand the non-ferrous metal new materials and chemical cycle industry chains.
Yongchang county has provided the most preferential policies in land transfer, financial incentives, water and electricity prices, which have accelerated construction of the project. According to Rao Guochun, deputy general manager of No. 1 Construction Company of Jinchuan Group Engineering Construction Co., Ltd., the construction of precast columns and foundations was completed ahead of schedule.

The project is planned to be completed and put into operation by December 2024. After completion, 1.53 million tons of mixed copper concentrate can be processed every year.
