Huzhou sets development goals for next five years
The Recommendations of the CPC Huzhou Municipal Committee for Formulating the 15th Five-Year Plan for Huzhou's Economic and Social Development provide a guiding vision for the high-quality development of Huzhou in Zhejiang province over the next five years.
The Recommendations were approved by the ninth plenary session of the ninth CPC Huzhou municipal committee on Dec 15.
During the 15th Five-Year Plan (2026–30) period, Huzhou's industrial strategy, termed "1366", aims to establish artificial intelligence as a leading industry, enhance three specialty sectors — modern textiles, alloy materials, and green home furnishings — and cultivate six emerging industries, including new energy vehicles and semiconductors.
The strategy also focuses on six future industries such as new energy aircraft and advanced materials.
The Recommendations emphasized accelerating innovation in Huzhou. By 2030, the city aims to invest 43.5 billion yuan ($6.18 billion) in technological innovation.
A significant goal is to elevate Huzhou's per capita GDP to the level of moderately developed countries by 2030. The city will prioritize effective employment strategies, enhance public services, and drive income growth, targeting a per capita disposable income of 90,000 yuan by the end of 2030.
Green development remains central, with targets to reduce PM2.5 levels to 27 micrograms per cubic meter and maintain 100 percent high-quality water standards. Promoting the development of strategic emerging industries and high-tech and equipment manufacturing sectors is also included in the green development targets.
Huzhou will implement five development models for common prosperity, focusing on the development of urban-rural integration and modern rural industries.
