General Office

Responsible for the daily operation of the Commission; undertaking drafting documents of the whole Commission, compiling and distributing comprehensive information, government affairs information releases, confidentiality affairs, supervision and examinations, and provision of logistic services, among other duties. 

Division of Personnel

Implementing personnel policy; drawing up and guiding the implementation of the development plan for health personnel in the whole city; responsible for organizational structure, personnel management and team building of the Commission and subordinate units; responsible for managing qualifications of health professionals and technical personnel.

Division of Organizational Cadres (Office of the Comprehensive Committee of Social Organizations for Health and Wellness Industries of Chongqing Municipality of the Communist Party of China)

Responsible for the building of leadership teams of subordinate units according to the management authority; responsible for the management of cadres at or above the deputy-division level and reserve cadres in the Commission, subordinate units and centralized management units; responsible for the Party building of subordinate units and centralized management units; undertaking the daily work of the Comprehensive Committee of Social Organizations for Health and Wellness Industries of Chongqing Municipality of the Communist Party of China; directly involved in the management of the Party building work of the municipal social organizations (including detached and directly registered ones) in the health and wellness industry, and undertaking examination and verification of the candidates for chairmen (presidents), vice chairmen (vice presidents) and secretary-generals of the social organizations. 

Division of Planning and Development 

The division is responsible for undertaking the coordination and promotion of the "Healthy China" strategy in Chongqing; formulating medium and long-term plans for the development of health care in the city, formulating and implementing district/county (autonomous county) health care plans and overall planning and coordination of the city's health service system. 

Division of IT Application and Statistics Management 

Drawing up medium and long-term plans for the development of health IT applications; undertaking health system IT applications; responsible for the construction and management of a statistical investigation system of the health and wellness industries and for carrying out intelligent application of big data in the health and wellness industries as well as industrial development. 

Division of Finance (Foreign Government Loan Office) 

The division is responsible for supervision and management of the budget and final accounts, finance and assets of the Committee and subordinate units; industry financial accounting training and guidance; and organization and implementation of health-related loan projects. 

Policy Research Office

The office's responsibilities include: carrying out comprehensive health policy research; participating in the development of comprehensive health policies and standards; internal and external sharing of system information, periodicals and magazines management; and drafting important documents.

Division of Laws and Regulations 

Organizing and coordinating the drafting of local health regulations, rules and local standards; taking the lead in promoting the reform to streamline the government, delegate power, and improve government services and the reform of the administrative examination and approval system in the health industry; taking the lead in the construction of law-based government in the health industry; supervising health administration according to law; and examining legal compliance of the normative documents of the Committee; also responsible for administrative reconsideration, administrative response to suits and other legal affairs. 

Division of System Reform (Chongqing Medical and Health System Reform Special Group Office) 

Studying and putting forward suggestions on major policies and measures for deepening the reform of the city's medical and health system; supervising and urging the implementation of the items agreed at the meeting of the Chongqing medical and health system reform special group, and undertaking the group's daily work; undertaking the organization and promotion of the comprehensive reform of the city's public hospitals. 

Division of Disease Control and Prevention 

Drawing up and implementing plans for the prevention and control of major diseases, immunization programs and interventions for public health problems that seriously endanger the health of the people; improving the disease prevention and control system; and releasing information on infectious diseases. 

Division of Medical Administration 

Formulating and supervising the implementation of policies and local standards for the management of medical institutions and medical personnel, the application of medical technologies, medical quality and safety, medical services, the management of blood collection and supply institutions, and the construction of professional ethics; promoting the development of nursing and rehabilitation; drawing up public hospital operation supervision, performance evaluations and an evaluation system. 

Division of Community-level Health Care

Undertaking comprehensive management of community-level health care related work, formulating relevant policies, local standards and norms, and organizing their implementation; responsible for guiding and carrying out the construction of a community-level health care system and management of rural doctors. 

Health Emergency Office (Chongqing Health Emergency Command Center) 

Undertaking the emergency health and medical rescue work of the whole city, organizing the preparation of special plans, and undertaking the organization, implementation, guidance and supervision of plan drills; guiding the city's health emergency system and capacity-building; issuing early warning information on public health emergencies and emergency response information on public health emergencies; undertaking the construction and management of the city's pre-hospital first aid system. 

Division of Science and Technology Education 

Drawing up the development plans of health science and technology and relevant policies and organizing their implementation; responsible for the supervision and management of laboratory bio-safety; organizing the carrying out of post-graduate medical education and continuing education such as training of resident doctors and specialists, and coordinating and guiding education in medical colleges and universities. 

Division of Comprehensive Supervision

Responsible for public health, medical and health supervision; supervising the investigation and punishment of illegal acts in the medical service market; organizing the supervision and inspection of school sanitation, public sanitation, drinking water sanitation and the prevention and control of infectious diseases; improving the comprehensive supervision system, and guiding and standardizing law enforcement activities. 

Division of Drug Policies and Essential Drug System 

Organizing the implementation of national drug policies and essential drug systems; monitoring drug use, clinical comprehensive evaluation and early warning of drug shortages; putting forward suggestions on drug price policies and policies to encourage and support drug production based on the national catalogue of essential drugs.
