The main functions are as follows:

(1) Organizing drafting of the national health local policies, organizing drafting of local laws and regulations, government regulations, and local draft standards. Planning allocation of citywide health resources in an overall manner and directing  development and implementation of general plans on health in the districts and counties (autonomous counties). Being responsible for comprehensive law enforcement in the cultural sector of the city, with specific law enforcement work undertaken by law enforcement contingents in the name of the Chongqing Municipal Health Commission. Directing comprehensive law enforcement work in the districts and counties (autonomous counties).

(2) Coordinating, promoting and deepening citywide reform of the medical and health system, and studying and offering suggestions for deepening the major general policies, policies, and measures for the reform of the medical and health system. Organizing and deepening comprehensive reform of public hospitals, promoting separation of government functions from enterprise management, improving the management system of modern hospitals, developing and organizing implementation of the policies and measures for promoting the provision of public health services by multiple providers and diversified methods, and offering suggestions for policies on medical services and drug price policies.

(3) Developing and organizing citywide implementation of the general plans for disease prevention and control, general plans for immunization, and intervention measures for problems that seriously endanger the public's health and sanitation, and conducting relevant work according to the national catalog of quarantinable infectious diseases and infectious diseases to be monitored. Being responsible for the city's health emergency response, and organizing and directing the city's prevention and control of public health emergencies and medical health rescue for various public emergencies.

(4) Organizing the drafting and coordinating the implementation of the policies and measures for dealing with aging of the population, and being responsible for promoting across the city construction of the elderly health service system and the combination of medical care and elder support. Undertaking the daily work of the Chongqing Municipal Committee on Ageing.

(5) Implementing the national drug policies and national essential medicine systems, carrying out monitoring of drug use, clinical comprehensive evaluation and early warning of shortage of drugs, and complying with the National Essential Medicine List. Organizing the implementation of monitoring and assessment of food safety risks, and developing and issuing the local standards for food safety according to the law. Implementing ex-ante archival filing of the enterprise food safety standards, and taking charge of epidemiological investigations concerning food-borne diseases and food safety accidents.

(6) Being responsible for the supervision and administration of public health such as occupational health, radiation health, environmental sanitation, school health, sanitation in public places, and sanitation of drinking water, being responsible for the prevention, control, and supervision of infectious diseases, and improving the comprehensive health supervision system across the city. Conducting relevant works according to the Framework Convention on Tobacco Control.

(7) Developing and supervising implementation of the citywide measures for the administration of medical institutions and medical service industries, and establishing the medical service evaluation and supervision and management system. Implementing the national qualification standards for health professionals in conjunction with relevant departments. Developing and organizing the implementation of the medical service specifications as well as the practicing rules and service specifications for professional health technicians.

(8) Being responsible for family planning management and service work, carrying out population monitoring and early warning, studying and offering suggestions for relevant policies on population and family development, and executing family planning policies.

(9) Being responsible for the organization of Party building work among state organs, entities directly under the municipal government, industries, and the public. Directing the health work of the districts and counties (autonomous counties), the grassroots medical health care, and the construction of the maternal and child health service system and the team of general medical practitioners. Promoting scientific and technological innovation and development of health.

(10) Being responsible for the medical care of health care targets of the municipal government and high-level talents, and medical and health safeguarding of major national conferences and major events of the Party and state. (11) Drafting a medium-and long-term development plan for traditional Chinese medicine and incorporating it into the overall plan and strategic objectives for the development of the city's hygiene and health undertakings.

(12) Taking charge of the organs of the Chongqing Family Planning Association.

(13) Completing other tasks assigned by the Chongqing CPC Municipal Committee and the Chongqing Municipal People's Government.
