In 2009, Lushunkou was approved by the State for further develop initiatives that would encourage "opening-up". In 2010, Lushunkou was approved by the provincial government to be incorporated into the key development area of Liaoning Coastal Economic Belt, and positioned as a green economic zone, commencing the chapter of green industrial development for Lushunkou.
Lushunkou continues to develop itself according to a “Five Functional Areas and One Base” plan, namely, to build the Northwest Harbor Area, Tourism and Leisure Resort Area, Science and Technology Innovation Area, Historic and Cultural Area, Ecologically-livable Area, and Floral Base of Dalian.
Nine supporting bases are also under construction in industries such as advanced equipment manufacturing, green food production, hi-tech and R & D commerce, harboring low-carbon, ecological agriculture, ecologically-livable area and cultural development.
In 2015, Lushunkou's GDP totaled 29 billion yuan, up by 4.5 percent; investment in fixed assets reached 31.1 billion yuan, a 26.4 percent fall year on year; the added value of industries above a designated scale increased to 7.5 billion yuan, up by 1 percent; total retail sales of consumer goods reached 7.54 billion yuan, up by 9.3 percent; disposable income of urban and rural residents per capita stood at 35,386 yuan and 27,292 yuan, an increase of 7.3 percent and 8 percent respectively.
In recent years, especially after Lushunkou was fully opened to the outside world and incorporated into the key development area of Liaoning Coastal Economic Belt, Lushunkou government have adopted a series of policies aiming to encourage and support investment and create a favorable environment for the investors. As a result, the number of foreign enterprises in Lushunkou was over 200 by the end of 2011.
