Western Eco-New Town west of Huxin Road in Doumen District is clearly taking shape as a high-quality livable environment with a new bridge, roads, parks, buildings, and other infrastructure coming upon the scene.

Most evident is the Huangyang River Bridge and Section A of Shuanghu Road, which opened to traffic earlier this year. The main piers of the bridge feature four isolation bearings with a peak load of 16,000 tons to reduce the impact of earthquakes and super typhoons, ensuring safe travel between urban clusters. The bridge and road reduce travel time between Doumen and Jinwan from 30 to 8 minutes.

A 10-minute living circle has also taken shape between Jianfeng South Area and the 4.02-sqkm (993-acre) initial area of Jinwan's Aviation New Town.

Also in the area, the construction of 10 municipal roads totaling 18.4 km (11.4 miles) will be completed by the end of this year. On Pinghua Avenue, a 2,570-m (1.6-mile) utility tunnel is to have three or four cabins for water, power, and telecommunication pipelines.  

Xingfu (Happiness) River Ecological Park will open by late June along with the Baiteng River Cultural Station & Neighborhood Center. A 2-km (1.24-mile) waterside boardwalk is in place, while jacaranda, maple, and silk floss trees and giant crape myrtle (lagerstroemia speciosa) thrive on both sides.

A waterfront platform is being built from which to admire the river, and a rainwater garden will promote the Sponge City concept.

The roof of the Cultural Station & Neighborhood Center is in the archaic style of the Tang Dynasty (618-907), while the interior is a mix of archaic and modern Chinese elements. The parking lot, activity rooms and lecture, multifunctional, and leisure activity halls are at basement level. The first floor is for an arts-and-cultural studio, reading room, and senior and child activity rooms, while the second is for cultural exhibitions.

The area is being jointly developed by the Doumen District People's Government and China Railway Construction Crop (CRCC).
