At the second meeting of the Singapore-Jiangsu Cooperation Council in Singapore on Nov 28, 2008, a memorandum of understanding (MOU) on jointly building a high-tech, international, ecological and comprehensive industrial park north of Su-Tong (Suzhou-Nantong) Bridge was signed by Suzhou Industrial Park, Nantong Development Zone and China-Singapore Suzhou Industrial Park Development Group (CSSD). The three sides agreed to draw on the successful experience of Sino-Singapore Suzhou Industrial Park and introduce Singapore's advanced planning and development concepts and management mechanisms that are in line with international practices.

The Su-Tong Science and Technology Industrial Park conceptual planning meeting was held in Nantong municipal administrative center on Jan 15, 2009, marking the cooperative construction project moving into virtual operation phase. On the same day, Luo Yimin, secretary of Communist Party of China Nantong Municipal Committee, met with Chan Soo Sen, member of the Parliament of Singapore and CSSD's first chief executive officer, while Nantong mayor Ding Dawei met with the Singapore urban design delegation led by Tung Chi-Ing, the director of the International Cooperation Agency of Singapore Urban Redevelopment Authority.

The first cross-Yangtze River cooperation development joint meeting between the Suzhou and Nantong municipal governments was held in Suzhou. During the following year, four more joint meetings were held, serving as an important platform for the two cities to negotiate the process of joint construction on Su-Tong Science and Technology Park.

On April 14, 2009, Singaporean ambassador to China Chin Siat Yoon visited Nantong, focusing on Su-Tong Science and Technology Park, and making preliminary preparations for NSIP's development and construction.

Singapore State and City Planning Ltd Co, appointed by NSIP, held a briefing on the intermediate results of the conceptual planning and design of NSIP.

Apr 25, 2009

The signing ceremony for the Cooperative Development Agreement on Su-Tong Science and Technology Park was held in Nanjing, Jiangsu province on April 25, 2009. Nantong mayor Ding Dawei and Suzhou mayor Yan Li signed the Suzhou-Nantong Cooperation Project Agreement. The representatives of the three parties – SCCD, Nantong Development Zone and Jiangsu Nongken Group – of Su-Tong Science and Technology Park Cooperative Development Company signed a business agreement on the Suzhou-Nantong cooperative project, a joint venture agreement and the articles of association.

Shi Heping, vice-governor of Jiangsu province, delivered a speech at the ceremony. Luo Yimin, secretary of CPC Nantong Municipal Committee, detailed NSIP's construction progress and plans on behalf of the partners.

May 12, 2009

Luo Yimin, secretary of CPC Nantong Municipal Committee, put forward the development orientation – "a cross-river ecological city and an international pioneering park" – at the final briefing on the conceptual plan of Su-Tong Science and Technology Park.

May 26, 2009

The foundation laying ceremony of Su-Tong Technology Industrial Park and the unveiling ceremony of China-Singapore Su-Tong Development Co (CSSTD) were held. Singapore's deputy prime minister Wong Kan Seng, Singapore's minister of trade and industry Lee Yi Shyan, Liang Baohua, the secretary of the CPC Jiangsu Provincial Committee, and Jiangsu governor Luo Zhijun jointly launched the Su-Tong Science and Technology Industrial Park project.

Zhao Kezhi, a member of Jiangsu Provincial Party Committee Standing Committee and executive vice-governor and Lee Yi Shyan jointly worked for Su Tong Technology Industry Park Development and Construction Co Ltd (CSSTD) was unveiled.

June 8, 2009

Su-Tong Science and Technology Park officially commissioned the National Development and Reform Commission's Academy of Macroeconomic Research to formulate the industry planning of NSIP.

Aug 3, 2009

Beijing Tsinghua Urban Planning and Design Institute finished the first draft of the industry plan for NSIP and reported on it.

Sept 28, 2009

Construction started on the first phase of 9.5 square kilometers of infrastructure construction projects in Su-Tong Science and Technology Park.

Oct 9, 2009

Zhu Min, director of the Department of Commerce of Jiangsu province, visited Su-Tong Science and Technology Park. Zhu Min proposed putting forward NSIP issues as fixed topics for the third meeting of the Singapore-Jiangsu Cooperation Council, and gave guidance on the park's supporting policies.

Nov 15, 2009

The first group of 13 officials went to Singapore to participate in the Singapore Urban Redevelopment Authority training course on "integrated land use planning".
