The Su-Xi-Tong Science and Technology Park (NSIP) is a transnational park jointly developed by China's Jiangsu Provincial Government, the Singaporean government, and the Austrian government. It is a key park in Jiangsu province to implement the strategy of national coastal development, Yangtze River Delta integration and Yangtze River urban agglomeration construction. It is a cooperative park jointly developed by the cities of Suzhou, Wuxi and Nantong to promote common regional development and mutual benefits. Its planned area is 50 square kilometers. There are 10 departments under its Party working committee and the management committee, with three public institutions and State-owned companies, and the social management committee of Jianghai town, which owns NSIP's land jurisdiction. Since its foundation in 2009, the NSIP has adhered to developing in an international, ecological and innovative way.

In 2018, its construction ranked first in Nantong's provincial development zone project assessment.

NSIP's economy grows rapidly

Since the NSIP's establishment, $2.29 billion of registered foreign capital has been completed, and $630 million of foreign capital has been received. Its total investment in fixed assets is $4.96 billion, total financial revenue is $1.71 billion, and total imports and exports are $1.47 billion. A total of 2,495 enterprises and 134 industrial enterprises are registered in the park. The average annual growth rates of taxable sales in industry, taxable sales in service industry, and import and export volume have reached growth rates of 100 percent, 40 percent, and 35 percent, respectively. It is expected that those values will exceed $2.86 billion, $2.86 billion, and $1 billion by the end of the 13th Five-Year Plan (2016-2020).

NSIP has distinctive leading industries

Positioned to participate in the global industrial division of labor, the NSIP adheres to project construction as its basis. It has initially formed the three leading industries of new energy vehicles and their parts, electronic and information, and modern service industries, gathering a number of well-known domestic and foreign enterprises including famous steel manufacturer Kobelco, Switzerland Union Steel, German automotive interior company Bader, Chinese telecom giant Huawei, internet heavyweights Tencent, top science and technology innovation platform PNP, global provider of logistics facilities GLP, Loctek Ergonomic Technology, national high-tech enterprise Shemar Electric and the top domestic IC assembling and testing company TongFu Microelectronics, and Jiejie Microelectronics. It is expected that the output value of the three major industries will exceed 10 billion yuan ($1.43 billion) by the end of 2020.

NSIP has now been approved as a provincial integrated circuit industrial park, a provincial human resources service industrial park, and a municipal new energy automobile industry base.

NSIP accelerates the integration of industry and urban areas

It attaches great importance to urban infrastructure construction with over 60 plans made to achieve full coverage and accumulated infrastructure investment of 13 billion yuan.

The Su-Xi-Tong branch of the Affiliated Hospital of Nantong University was put into use in July of 2019 and the famous bilingual Nord Anglia School in Nantong opened in September. A great number of commercial complexes including Helen Life Plaza, Jiangwan International, and Xinfudi Center are available to the public in the NSIP. The hotel Hampton by Hilton is about to start construction.

NSIP gets fruitful cooperation results

As a transnational park involving China, Singapore and Austria, the NSIP has formed a solid structure in Sino-Singapore and Sino-Austria cooperation.

In terms of Sino-Singapore cooperation, $450 million of registered foreign capital and 3.94 billion yuan of registered domestic capital has been completed, and $180 million of foreign capital and 1.1 billion yuan of domestic capital has been received. So far it has promoted and introduced over 40 projects including world-famous precision manufacture Unisteel, Chinese renowned braised duck snack chain Zhou Hei Ya, Singapore dried meat brand Bee Cheng Hiang and Dongfeng Diesel Engine.

In terms of Sino-Austrian cooperation, the China-Austria Cooperation Center completed construction in 2014, the SME incubators were put into use, and Sino-Austrian vocational training cooperation has been steadily advancing. Some nine Austrian projects have been introduced to the NSIP.

NSIP innovates in effective management

Learning from the successful experiences of Suzhou Industrial Park, the first governmental cooperation project between China and Singapore, the NSIP takes the lead in implementing "one-time authorization, one-stop approval, and one-stop services" in accordance with the principles of "business-friendly, convenience, and high efficiency" to achieve "Su-Xi-Tong speed" of registration applications within three days, real estate registration applications within five days, and construction permit applications within 35 days.

In the future, the Su-Xi-Tong Science and Technology Park will aim at the new positioning of the strategic point of the Yangtze River Economic Belt and the northern wing gateway city of the Shanghai metropolis through focusing on promoting project quality, development energy levels, and operational efficiency, coordinating high-end investment promotion, leading industry cultivation, international infrastructure support, and refined public services. Shifting its emphasis from "quantity catch-up" to "quality surpassing", from "basic infrastructure" to "function enhancement" and from "service project" to "service industry", NSIP will keep striving to be a "new demonstration" for transnational cooperation.
