Shanghai Zhaojun Talent Service (Group) Co Ltd obtained Lin-gang Special Area's first human resource service permit at the Lin-gang Special Area Administrative Center on Nov 12.

"I was so surprised when I received the notice to collect the permit," said Miss Chen, a representative of the Shanghai Zhaojun Talent Service, adding that it took just 24 hours after applying to get the certificate examined and approved.

Several measures meant to promote the clustering of human resource service organizations were announced by Lin-gang Special Area in August.

That same month, the Shanghai Municipal Government decided to delegate authority for more municipal and district-level administrative examination, approval, and penalty systems to the Lin-gang Special Area Administration, including the human resource service licensing authority.

The second group of 653 municipal and district-level administrative powers in Shanghai was granted to the Lin-gang Special Area Administration on Nov 1. Eleven days later, the first human resource service permit was issued.
