Lin-gang Special Area to receive another 653 administrative powers

The second group of 653 administrative powers at the municipal and district levels in Shanghai was granted to the China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area Administration on Nov 1, according to the local government.

Together with the first group of powers granted to the administration on May 1, the administration has now has the authority to exercise 1,170 items within the administrative examination and approval system and administrative penalty system.

These powers cover investment and construction, the environment, transportation, financial trade, scientific and technological innovation, intellectual property rights, talent services and emergency management, among other things.

According to the Lin-gang Special Administration, the newly added powers mainly focus on finance and trade, human resource services and  intellectual property rights (IPR). Specifically, 74 IPR items will provide an important guarantee for building an open economic system and developing cutting-edge industrial clusters.

As of October 31, a total of 3,254 administrative examination and approval documents had been accepted since the first group of powers was granted on May 1.
