According to the relevant requirements of the measures on Management of Special Development Funds in Shanghai Hongqiao Central Business District (H.C. Y. [2012] No.26) and the Detailed Rules for the Implementation of the Use Management of Special Development Funds in Shanghai Hongqiao Central Business District (H. H. S. G. [2012] No. 053), our committee has formulated the Supportive Opinions on Special Support Funds to Promote the Development of Modern Service Industry in Shanghai Hongqiao Central Business District and now prints and distributes it to you. Please carefully implement as required.

ARTICLE 1 / Purposes and Basis
In order to further promote the functional development of Hongqiao Central Business District, support and encourage the modern service enterprises and trading institutions with the leading entering function, and promote the concentrated development of modern service industries, these opinions are formulated in accordance with the Key Supporting Catalogue of Development of Hongqiao Central Business District Industry, the Measures on Management of Special Development Funds in Shanghai Hongqiao Central Business District and its implementation rules.
ARTICLE 2 / Source of Funds
The development funds of the modern service industry is an integral part of the special development funds of Hongqiao Central Business District and is under the unified management of special account of the special development funds of Hongqiao Central Business District. A certain amount of money will be arranged each year to promote the development of the modern service industry in the area.
ARTICLE 3 / Basic Requirements for Application
The application for special development funds of the modern service industry must meet the following basic requirements simultaneously:
1. Industry leaders in the modern service industry or trading institutions with a public nature meeting the requirements for the function orientation in the procedures of Shanghai Municipality on the Administration of Shanghai Hongqiao Central Business District, in line with the Key Supporting Catalogue of Development of Hongqiao Central Business District Industry and Measures on Management of Special Development Funds in Shanghai Hongqiao Central Business District and its requirements for implementation rules.
2. Newly established or moved enterprises with an independent legal personality those are registered in the core area of Hongqiao Central Business District and administrated by the tax authorities of Hongqiao Central Business District or domestic and overseas with legal personality.
3. Enterprises those carry out management activities in the core area of Hongqiao Central Business District or trading institutions of the Administration Bureau for Affairs.
4. Other requirements determined by the Administration Committee.
ARTICLE 4 / Supporting Standards
(1) Modern commerce and trade industry
1. As for the professional factor market or bulk commodity trading center with the public service nature approved by the state’s or municipal competent department, or hosted by the enterprise with the annual turnover of more than RMB 1 billion yuan, a maximum of no more than RMB 5 million yuan will be given for the start-up. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year with three years. As for the enterprise entering the market to carry out the transaction and operation, depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year with three years.
2. As for the newly-introduced international famous brand dealers (agents), a maximum of no more than RMB 1 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within a three-year period.
3. As for the newly-introduced large commerce and trade service chain management corporate headquarters with domestic holdings of five or more stores and the annual revenues of RMB 2 billion yuan and the annual revenues of more than RMB 300 million yuan in the business district, a maximum of no more than RMB 1 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within a three-year period.
4. As for the newly-introduced large domestic and foreign trade companies and large commercial retail enterprises with the annual turnover of RMB 500 million yuan, of which the business area of large commercial retail enterprises being over 20,000 square meters, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
5. As for the e-commerce demonstration enterprises identified by the state’s or municipal competent department, the well-known e-commerce, commerce platform, mobile e-commerce and other enterprises with ICP certification, a maximum of no more than RMB 1.5 million yuan will be given for the start-up (as for those identified by the municipal competent department, a maximum of no more than RMB 1 million yuan will be given for the start-up). As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
6. As for the newly-introduced service outsourcing demonstration enterprises identified by the state or the competent authorities in Shanghai, a maximum of no more than RMB 1 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
(Ⅱ) Convention and exhibition tourism industry
1. As for a hotel rated over five stars and registered in the business district, RMB 1 million yuan shall be given to the hotel owner for reward since the rating year, which will be granted in two years with the proportion of 60% and 40%. During the distribution, if the stars are less than five or more, the reward will be stopped.
2. As for the newly-introduced large professional exhibition company with the exhibition qualification of Class A and distinctive exhibition resources, holding more than one exhibition each year in the business district with the area of not less than 1000 square meters, or holding more than one international conference which is attended by 30 foreign staff from three countries, and the exhibition services company with the annual turnover of not less than RMB 5 million yuan, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
3. As for those holding more than three brand exhibitions and large-scale international conferences with international influence and scale in the business district in succession, with the brand exhibition area of no more than 30,000 square meters, in which foreign exhibitors lease more than 10%, a maximum of no more than RMB 1.5 million yuan will be given for the one-time special subsidies.
4. As for the newly-introduced international and domestic well-known large travel companies, with the annual revenues of tourism business of more than RMB 200 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
(Ⅲ) Modern logistics industry
1. As for enterprises investing and establishing the bonded logistics center and distribution center in Hongqiao Central Business District, after the evaluation and certification by the Administration Committee, in order to compensate the incurred expenditure of its public service function, according to 5% of the total investment, a maximum of no more than RMB 30 million yuan will be given as the subsidies granted for policy considerations. The money will be granted by installments as the certain percentage depending on the situation.
2. As for the newly-introduced logistics enterprises engaged in allocation, distribution and procurement, with the annual business income of more than RMB 30 million yuan, a maximum of no more than RMB 1 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
3. As for the newly-introduced professional logistics service enterprises involved in the customs, import and export agency, logistics consulting, IT services and other businesses, as well as third-party logistics enterprises, with the annual business revenues of more than RMB 10 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
4. As for the newly-introduced large-scale professional transportation enterprises involved in the cargo transportation, with the annual business revenues of more than RMB 300 million yuan, or warehousing enterprises with the private storage area of more than 5,000 square meters, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
(Ⅳ) Information service industry
1. As for the newly-introduced enterprises involved in the network operation services, value-added services and software services, and intelligent information platform construction and operation companies, with the annual turnover of not less than RMB 100 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
2. As for the next-generation network technology development and construction enterprises based on cloud computing stationed in the business district, with the registered capital of not less than RMB 30 million yuan, and obtaining the relevant technical certification, a maximum of no more than RMB 1 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1.5 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 1.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
(Ⅴ) Professional service industry
1. As for the newly-introduced well-known domestic and foreign law firms and accounting firms, with the main business avenues of more than RMB 10 million yuan, and the consulting firms, market research companies and personnel service agencies with the annual business revenues of more than RMB 20 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
2. As for the newly-introduced credit service institutions, credit investigation and rating agencies, approved and recognized by the state’s or municipal competent department or authorized by the internationally recognized credit service institution, with the annual business revenue of more than RMB 10 million yuan, , a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
3. As for the newly-introduced product certification and testing institutions authorized by the international or national professional certification body, with the annual business revenues of more than RMB 8 million yuan, , a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
4. As for the newly-introduced domestic and foreign listed advertising media companies, or large professional advertising companies obtaining the qualification of class A, with the annual advertising revenues of more than RMB 100 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
(Ⅵ) Financial service industry
1. As for the headquarters of newly-introduced banking and insurance financial institutions, a maximum of no more than RMB 18 million yuan will be given for the start-up. As for the regional headquarters, a maximum of no more than RMB 8 million yuan will be given for the start-up. As for those purchasing (building) self-use office premises in the business district, according to 5% of the total purchase (building) price, a maximum of no more than RMB 6 million yuan will be given for one-time housing (building) subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 8 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1500 square meters (as for premises having floor area less than 1500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 4 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
2. As for the newly-introduced securities of futures brokerage, trust investment and finance companies, insurance and re-insurance companies and other financial institutions, a maximum of no more than RMB 1 million yuan will be given for the start-up. As for the regional headquarters, a maximum of no more than RMB 8 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase (building) price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
3. As for the newly-introduced small loan companies, financing guarantees and financial leasing companies, with the registered capital of more than RMB 200 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing (building) subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
4. As for the financial data processing, exchange and analysis, customer service, e-payment and other financial back-office service enterprises, a maximum of no more than RMB 1 million yuan will be given for the start-up. As for the regional headquarters, a maximum of no more than RMB 500,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 3% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
5. As for the newly-introduced equity investment and venture investment enterprises, with the registered capital of RMB 500 million yuan or less (including 500 million As for those with the registered capital of more than RMB 500 million yuan, 0.5% of the registered capital will be given as the reward for the excess portion, with the maximum of the total amount of reward of RMB 16 million yuan. As for the newly-introduced equity investment and venture investment management enterprises, the reward for establishment will be given depending on the actual scale of raised funds that year. If the raised funds reach up to RMB 1 billion yuan or less (including 1 billion yuan), 0.6% of the raised funds will be given as the reward. If the raised funds exceed RMB 1 billion yuan, 0.25% of the raised funds will be given as the reward for the excess portion, with the maximum of the total amount of reward of RMB 16 million yuan.
As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 3 million yuan (in principle, as for equity and venture investment enterprises with the registered capital of less than RMB 500 million yuan, and equity investment and venture investment management enterprises with the raised funds of less than RMB 1 billion yuan, a maximum of no more than RMB 1.5 million yuan) will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 8 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1200 square meters (as for premises having floor area less than 1200 square meters, and the accumulative total will be no more than RMB 3 million yuan (in principle, as for equity and venture investment enterprises with the registered capital of less than RMB 500 million yuan, and equity investment and venture investment management enterprises with the raised funds of less than RMB 1 billion yuan, the accumulative total will be no more than RMB 1.5 million yuan). Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
(Ⅶ) Culture and Creativity
1. As for the newly-introduced news publishing and digital publishing and distributing enterprises, a maximum of no more than RMB 300,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 3% of the total purchase price, a maximum of no more than RMB 500,000 yuan will be given for one-time housing (building) subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 300 square meters (as for premises having floor area less than 300 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 500,000 yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
2. As for the newly-introduced enterprises involving in the cultural art, radio, film and television, animation games and other cultural and operational activities supported by the government, a maximum of no more than RMB 500,000 yuan will be given for the start-up. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
3. As for the newly-introduced performance brokerage and cultural trading enterprises, with the annual business revenues of more than RMB 15 million yuan, a maximum of no more than RMB 300,000 yuan will be given for the start-up. As for the regional headquarters, a maximum of no more than RMB 8 million yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 5% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
4. As for the newly-introduced well-known original design studio, creative planning company, fashion creative center and original performing arts center, or those founded by well-known professional and having successful cases leasing self-use office premises or performing arts venues in the business district, a maximum of no more than RMB 500,000 yuan will be given for the start-up.
As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises within three years, in which the construction area of the original design studio of no more than 400 square meters, the construction area of the creative planning company and fashion creative center of no more than 600 square meters, and the construction area of the original performing arts center of no more than 2000 square meters. As for those with the construction area of less than the specified area, it will be calculated according to the actual area. As for those leasing self-use office premises in the business district, one-time housing subsidies will be given according to the highest standard of the abovementioned rental subsidies. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
(Ⅷ) Educational training and life and health service industry
1. As for the newly-introduced training institutions providing relevant professional and technical training for the business district to encourage the industry, with the annual business revenues of more than RMB 5 million yuan, a maximum of no more than RMB 800,000 yuan will be given for the start-up. As for those purchasing self-use office premises in the business district, according to 3% of the total purchase price, a maximum of no more than RMB 1 million yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 500 square meters (as for premises having floor area less than 500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 800,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
2. As for the newly-introduced life and health services, specialized rehabilitation and nursing services, personalized health care extensive services and other medical and health service institutions, with the annual business revenues of more than RMB 10 million yuan, or the annual tax payment of more than RMB 1 million yuan, a maximum of no more than RMB 500,000 yuan will be given for the start-up.
As for those purchasing self-use office premises in the business district, according to 3% of the total purchase price, a maximum of no more than RMB 500,000 yuan will be given for one-time housing subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standards of RMB 5 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 300 square meters (as for premises having floor area less than 300 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 500,000 yuan. Depending on its social contribution to the regional economy, 5% of the operation bonus will be given each year within three years.
(IX) Aviation service industry
1. As for the headquarters of newly-introduced airline companies, a maximum of no more than RMB 15 million yuan will be given for the start-up. As for those purchasing (building) self-use office premises in the business district, according to the total purchase (building) price of 5% , a maximum of no more than RMB 6 million yuan will be given for one-time housing (building) subsidies (the amount given to the regional headquarters is halved in principle). As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standard of RMB 8 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1500 square meters (as for premises having floor area less than 1500 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 4 million yuan (the amount given to the regional headquarters is halved in principle). Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
2. As for the aircraft and parts sales ad aircraft inspection and maintenance service enterprises, a maximum of no more than RMB 3 million yuan will be given for the start-up. As for those purchasing (building) self-use office premises in the business district, according to the total purchase (building) price of 5% , a maximum of no more than RMB 3 million yuan will be given for one-time housing (building) subsidies. As for those leasing self-use office premises in the business district, the annual rent subsidies will be given according to the standard of RMB 8 yuan per square meter per day and 30% of the rent of the office premises having floor area of no more than 1000 square meters (as for premises having floor area less than 1000 square meters, it will be calculated according to the actual area) within three years, and the accumulative total will be no more than RMB 2.5 million yuan. Depending on its social contribution to the regional economy, 10% of the operation bonus will be given each year within three years.
(X) Trading institutions and organizations
As for the newly-introduced international organizations involving in trade or modern service industry, national, provincial and municipal industry associations and other trade bodies, the international organizations will be given a maximum of no more than RMB 1 million yuan for the start up. The national industry associations will be given a maximum of no more than RMB 500,000 yuan for the start-up. And the municipal industry associations will be given a maximum of no more than RMB 200,000 yuan for the start-up. As for those leasing self-use office premises in the business district, the annual rental subsidies shall be given according to the standards of RMB 5 yuan per square meter per day within three years, in which the construction area of international organizations of no more than 500 square meters, the construction area of national industry associations of no more than 400 square meters, and the construction area of municipal industry associations of no more than 200 square meters. As for those with the construction area of less than the specified area, the subsidies will be calculated according to the actual area.
(XI) Corporate executives and senior talents awards in the modern service industry
As for the senior management of settled enterprises and key projects in the modern service industry (including banking and insurance financial institutions, equity investment and its management industry) approved and supported by the CBDAC, and the national and Shanghai municipal thousand talents working in Hongqiao Central Business District, in addition to the state or municipal incentives policy, depending on their social contribution to the regional economy, 20% of the household allowance will be given each year within three years.
As for the executives of the headquarters (including regional headquarters) of the banking and insurance financial institutions, RMB 100,000 yuan per person will be given as the one-time rental subsidies. And executives of other financial institutions will be given RMB 20,000 yuan per person as the one-time rental subsidies. As for executives of the equity investment enterprises with the registered capital of RMB 500 million yuan and of the equity investment management enterprises with the management capital of RMB 1 billion yuan, RMB 200,000 yuan per person will be given as the one-time rental subsidies.
As for special contributors, the subsidies may be increased after the identification of the CBDAC.
(XII) Other major introduced enterprises or projects identified by the CBDAC
ARTICLE 5 / Reporting and Approval Procedures
The reporting and approval procedures shall be implemented according to Chapter Ⅲ and Ⅳ in the Detailed Rules for the Implementation of the Use Management of Special Development Funds in Shanghai Hongqiao Central Business District.
ARTICLE 6 / Materials Submitted for Application
1. Enterprise Legal Person Business License, Corporate Tax Registration Certificate, Corporate Legal Person Code Certificate and Certificate of Approval for Establishment of Enterprise with Foreign Investment registered legally in Hongqiao Central Business District.
2. Attached with Enterprise Feasibility Analysis Report of Hongqiao Central Business District on investment operation planning, business performance and other content. The newly-settled enterprises shall also submit the Audited Report containing Corporate Balance Sheets and Income Statement audited by the accounting firm of the first three years for application.
3. Qualification approval documents, industry access approval documents, certification report, authorized operation document, Corporate Annual Tax Completion Report Correspondingly required in various supportive policies.
4. Talents award application materials include, but are not limited to, corporate executives’ documents, personal identification, the national and Shanghai municipal thousand talents document and personal income tax payment document.
5. Other evidentiary materials required by the CBDAC.
6. Application Form for Special Development Funds of Modern Service Industry in Hongqiao Central Business District.
ARTICLE 7 / Use Supervision and Evaluation Management
1. Enterprises enjoying the support of special development funds of modern service industry in Hongqiao Central Business District shall sign the District Entrance Agreement with the CBDAC and enjoy the rights and perform the obligations within the term of the agreement. As for those entering into the business district to carry out operation activities not according to requirements, or not achieving the promised business performance, the allocated and paid special development funds shall be recovered within a limited period.
2. During the period of enjoying the rent subsidies and housing subsidies, the enterprises may not rent or sublease the self-use office premises and may not change the purpose of office premises. As for those violating the provisions, the received subsidies shall be returned.
3. If enterprises enjoying the support of special development funds of modern service industry in Hongqiao Central Business District move away from Hongqiao Central Business District during the period of enjoying relevant policies, the allocated and paid special development funds shall be returned within a limited period.
4. The relevant functional departments in Hongqiao Central Business District guiding the use of special development funds and corporate competent departments shall implement supervision and management on the completion of the project, use effect of funds and funds management, etc.
5. The Municipal Finance Bureau, the Municipal Development and Reform Commission, the CBDAC and Minhang District Government together with the Municipal Auditing Bureau and other departments shall implement supervision, auditing and inspection on the use of special development funds and the implementation of the project in accordance with the relevant provisions for use.
6. The special development funds must be earmarked and used in compliance with the provision and shall not be misappropriated. The key supportive content of special development funds may not be changed. The reporting units and individuals shall be responsible for the authenticity and legitimacy of the application materials. As for fraud, interception, misappropriation and other violations of state laws and regulations or related discipline, in addition to associated penalties given to the project units and persons in charge in accordance with the state regulations, the following decisions will also be made: recovering the allocated and paid special development funds within a limited period; publicizing and disqualifying the legal person’s qualification from continuing declaring the project. If the case constitutes a crime, criminal liabilities shall be investigated in accordance with the law.
7. The remaining provisions shall refer to the Detailed Rules for the Implementation of the Use Management of Special Development Funds in Shanghai Hongqiao Central Business District.
ARTICLE 8 / Supplementary Articles
1. The enterprise or individual’s social contribution to the regional economy in these opinions means the enterprise operating income; value added, gross profit or personal income and other part forming district-level financial resources.
2. If the state or Shanghai promulgates new policies during the implementing of these opinions, the preferential clauses in the provisions shall be implemented.
3. The CBDAC shall make timely adjustments on the supportive policies in accordance with the key supportive points of the industrial policies at each stage.
4. The range of distribution of the special development funds of modern service industry in Hongqiao Central Business District in these opinions shall be consistent with the range of application of the special development funds specified in the Measures on Management of Special Development Funds in Shanghai Hongqiao Central Business District.
5. These opinions shall be implemented from the date of publication and be terminated on December 31, 2015.
