This year, Nanming district in Guiyang city has continued advancing reforms initiated as part of its 2023 pilot project, seeking to establish a "15-minute elderly care service circle".

The district has conducted surveys on seniors' preferences in regards to institutional care, pension levels, and care models, focusing on addressing barriers to inclusive and basic elderly services.

Nanming prioritizes standardized public-private partnership institutions and medically equipped private-public facilities in order to provide beds for low-income and economically disadvantaged seniors.

Currently, Guiyang Sixth People's Hospital and Yongle Township Happiness Nursing Home accommodate nine low-income seniors and 55 individuals in need.

Meanwhile, Nanming is increasing the number of affordable public welfare beds. It supports institutions such as Xingfuli, Guiyang Gongshang Elderly Care Center, and Fuguikang Nursing Home, securing 12.6 million yuan ($1.74 million) in central government funding to construct 630 affordable beds.

It has also implemented mechanisms for admission criteria, fees, processes, and transparency, setting a citywide precedent.

Elsewhere, Nanming is promoting the use of integrated medical and elderly care beds. It incorporates the concept of "elderly care + medical care" into its pilot projects, supporting institutions like Guiyang Gongshang Elderly Care Center and Fuguikang Nursing Home.

It also supports medical institutions such as Guiyang Sixth People's Hospital and International City Health Service Center in developing embedded elderly care facilities.

Nanming now boasts 13 integrated care institutions with 1,395 beds and an average occupancy rate exceeding 70 percent.

Additionally, Nanming is upgrading standard nursing beds.

Adhering to provincial standards for elderly apartments, nursing homes, and embedded facilities, Nanming has upgraded 12 institutions with improved accessibility, fire safety, and nursing bed facilities. The district now offers 1,728 standard nursing beds, accounting for 69 percent of the total capacity.

Nanming's comprehensive approach ensures diverse and quality options for elderly care, meeting the growing demands of its aging population.
