Nanming district in Guiyang, the capital of Southwest China's Guizhou province, made every effort to achieve leapfrog development during the 13th Five Year Plan period (2016-20) and yielded fruitful results.
Optimizing industrial distribution
In 2016, the landlocked district planned to build the Nanming Smart Manufacturing Industrial Park relying on Guizhou Shuanglong Airport Economic Zone.
Focusing on high-end technology and high-quality enterprises in developed areas, the park mainly develops the health medicine and electronic information industries.

Several notable projects have settled in the park, which has boosted the district's economic development and promoted industrial renewal while generating tax revenue.
Highlighting investment focus
On Dec 29, 2020, Nanming held an online signing ceremony for industrial investment promotion in the fourth quarter, with 23 project contracts signed with a total investment of 16 billion yuan (2.48 billion).
The projects cover healthcare, digital economy, advanced manufacturing, modern commerce and the headquarters economy.

Regarding investment promotion, the district focused on crucial areas such as the Beijing-Tianjin-Hebei region, Yangtze River Delta region and Pearl River Delta region, targeting leading enterprises and the headquarters economy.
During the 13th Five-Year Plan period (2016-20), Nanming attracted a batch of high-quality enterprises, such as FAW Travel Technology (Chengdu) Co, Evergrande Real Estate Group Co and China Resources Land Co, significantly increasing the vitality of the market economy.
Improving business environment
Nanming has simplified the handling process and improved the service system to create a fast, efficient, standardized and transparent business environment.
It has reduced the application materials to launch a business to five items and further reduced the administrative examination and approval items. At present, the approval time for business start-ups has been reduced to one working day.
The district also actively implemented the cost reduction policies for invoice application, official seal engraving and social and medical insurance registration.

From September 2019 to November 2020, it issued a total of 14,770 sets of free official seals, each set at 370 yuan, reducing corporate seal engraving costs by more than 5 million yuan.
During the 14th Five-Year Plan period (2021-25), Nanming district will focus on the real economy's high-quality development. It will also strive to build a new system for the four major service industries of commerce, industrial design, healthcare and modern logistics, contributing to the whole city's development.
