In 2020, to overcome the impact of the COVID-19 epidemic on employment and entrepreneurship, Nanming district in Guiyang, the capital of Southwest China's Guizhou province, made every effort to ensure the stability of the district's employment situation.
The district issued a work plan for stabilizing and ensuring employment. It increased the publicity and implementation of employment internship subsidies and social security subsidies for enterprises.
By adopting measures such as lowering social insurance rates or deferring the payment of corporate social insurance premiums, Nanming reduced enterprises' labor costs and encouraged enterprises to actively employ workers.

Meanwhile, it built a platform for recruitment, job hunting and supply and demand to regularly collect information on employment positions at enterprises in the district. The platform has allowed the district to promptly learn about enterprises' needs and provide public employment services.
According to statistics, in 2020, Nanming organized more than 30 online and offline job fairs, providing more than 60,000 employment opportunities. Five entrepreneurial incubation bases were built, attracting 639 business entities to settle and providing 2,046 jobs.
Throughout the year, the district reduced or exempted social security expenses worth 553 million yuan (85.43 million) for 12,173 enterprises. It also deferred payment of social security expenses for 570 enterprises, involving a total of 90.97 million yuan.
To improve workers' employment and entrepreneurship skills, Nanming also organized employee training focused on employment needs and job requirements.
The attendance of online and offline training for enterprise employees and project-based training for various key groups in 2020 reached 37,751 and 15,892, respectively.

The district provided discount loan services for entrepreneurs and entrepreneurial secured loan services to promote entrepreneurship.
In 2020, a total of 56.92 million yuan of secured loans for entrepreneurship was issued to support 395 people to start businesses.
In 2021, Nanming will continue to expand the employment channels, organize job fairs for various groups and carry out vocational training to promote economic development through employment and entrepreneurship. The ultimate goal is to enhance the public's sense of gain and happiness.
