Strict measures rolled out to prevent epidemic spread

Nanming district in Guiyang, capital of southwestern Guizhou province, began implementing nine strict measures to prevent the spread of the novel coronavirus pneumonia epidemic from Feb 7, according to local media reports.

The nine measures are as follows:

1.  People of the district should consciously abide by the national, provincial, municipal and district regulations on epidemic prevention and control with a high sense of responsibility

2.  All villages, communities and official departments of the district shall implement closed management. All personnel entering and leaving the areas should be subject to body temperature measurements and show valid certificates.

All external personnel and vehicles shall be strictly controlled. In case of special circumstances, these external visitors must obtain confirmation and allow from relevant departments and register at the same time

3.  Residents with a fever, cough, fatigue and other symptoms must see a doctor in time and report to the local neighborhood committee and village committee as soon as possible. Relevant departments shall conduct closed isolation for villages, communities, buildings or residence units with confirmed virus cases.

4.  In the past 14 days, returnees who have lived or traveled in the main epidemic areas and local residents who have a contact history with people from those main epidemic areas shall report to the village, community, township or hotline on 12345 within one hour and register, as well as stay at home or isolate themselves at designated places for 14 days.

Residents who do not take the initiative to declare themselves, refuse to accept medical observation, nucleic acid testing and other prevention and control measures will be prosecuted according to law.

5.  All public places that are not necessary for residents' lives shall be closed. Farmers' markets, supermarkets and pharmacies should arrange business hours reasonably and disinfect themselves regularly. All personnel entering these places should wear masks and accept body temperature measurements.

Express deliveries and takeaway services should be contactless. Except for special needs, every family is encouraged to assign one family member every three days to go out to purchase necessities.

6.  It is strictly forbidden to go out for a dinner party. It advised not to attempt to go out -- and wear masks when going out.

7.  House rental lessors are required to meet their  corresponding responsibilities, strengthen the control of lessees and report any epidemic situation in due time.

8.  It is strictly prohibited for all units or companies to instruct personnel in major epidemic areas to return to Nanming district before the end of the epidemic. Except for those approved enterprises, all other businesses are not allowed to resume operations.

9.  Party members, deputies of the CPC at all levels and members of the CPPCC should play a leading role, take good care of their families and relatives, actively participate in the prevention and control of the epidemic and instruct their neighbors to consciously to abide by the regulations.
