I. Overview
Nanming Oumei Pharmaceutical Industry Park is a high-tech pharmaceutical manufacturing demonstration park located in Nanming district. It adopts the mode of "enclave economy" and a new development concept, regarding supply-side structural reform as the main task, and focusing on "fostering products-centered industry locally while introducing over-hundred counterparts", thus accelerating the growth of high-tech pharmaceutical manufacturing industry. As the fundamental requirement of quality growth for Nanming District Committee and District Government, the park strengthens the role of the provincial capital core area and creates "one garden" in the spatial layout of "one river, four roads, two parks, two districts, and six business circles".
The park, which covers 451 mu, is easily accessible whether by air, railway or car. It's close to Guiyang Longdongbao International Airport and 12 kilometers away from Guiyang Administrative Center, 7 km away from Guiyang residential areas and 16 km away from Xiaomeng Industrial Park.
II. Industrial Orientation
It focuses on the major common needs of innovation and development in the new generation of information technology, biomedicine, and other fields, so as to introduce an array of leading enterprises.
III. Overview of Phase I Development
Covering an area of 142 mu with a total floor space of 62,000 square meters, the first phase of the project includes 13 main buildings which were put into use in 2016. Through the implementation of high-level leadership, investment promotion by means of business-to-business and leadership, the park has rapidly and successfully brought in numerous high-tech projects, including the Sino-US immunological in-vitro diagnostic reagent project, the Sino-Swiss joint venture medical device project, the Sino-Finnish joint venture oral care product project, and the Guizhou Xinyun modern medicine distribution project.
IV. Phase II Investment Promotion
1. Overview of Phase II: Phase II of the park is adjacent to Phase I, with a total land area of 246.41 mu, a floor space of about 200,000 square metes and a total investment of 1.063 billion yuan. Phase II started in early 2019, including 31 main buildings, 25 manufacturing factories, three supporting facilities for production and living (including department stores, supermarkets, cinemas, gymnasiums, coffee bars, canteens, and clinics), a hazardous chemicals warehouse, a hazardous waste warehouse and a solid waste warehouse.
2. Phase II planning: i. Flexible Planning: The planning and construction of the park are gradually implemented relying on the development-based design. In the planning and design, the division of groups is flexible and adjustable, which facilitates the material exchange and resource sharing of groups in different phases.
ii. People-oriented: the user-friendly space incorporates medical industry, scientific research and development, and comprehensive service, which is optimized by some ecological courtyards that strive for harmony between man and nature.
iii. Internal and external coordination: Each phase of the project in the park shall be coordinated and unified between the business layout and the external façade, between the industrial production process requirements and architectural design, between the designed environment, urban structure, and production activities.
3. Phase II Layout: The project is divided into the biomedical base, the pharmaceutical manufacturing base, and the medical equipment base.
4. Phase II Investment Promotion: The main target is to introduce renowned and quality programs from Europe, America, Japan and South Korea, while focusing on bio-manufacturing and high-end intelligent manufacturing.
V. Vision
The park, in every effort, strives to be the province's high-tech pharmaceutical manufacturing demonstration park, aiming for an output value that exceeds 10 billion yuan and tax revenue of over 1 billion yuan by 2020. This will help it realize "small park, big output" and pave out a "top-notch, green, and intensive" new road of central urban middle and high-end manufacturing industry development. It will inject strong new momentum to the whole area’s purpose of "being guided by high-level opening, making full use of the real-economy integrated development zone, being the urban front pilot demonstration zone, and the social governance innovation application zone, so as to comprehensively promote quality economic growth".
