Huazhou takes measures to boost employment

Huazhou, a county-level city in Maoming, has taken multiple steps to promote employment. By the end of December 2020, the city had created a total of 9,722 new urban jobs.

A total of 3,389 unemployed people and 375 people who had difficulty in finding jobs were reemployed last year. The city's urban registered unemployment rate was 2.43 percent in 2020.

Huazhou has provided a variety of subsidies to stabilize employment and production, including an employment allowance for college students joining start-ups, an employment subsidy for enterprises who have employed registered impoverished people, discount interest on guaranteed start-up loans, as well as a skills training living allowance.

By the end of December 2020, the city had used nearly 9.68 million yuan ($1.50 million) of special funds for employment and entrepreneurship, of which 8.16 million yuan was used to stabilize employment.

Fifty college graduates in "grassroots employment" were granted a post-college allowance of 391,275 yuan, while four registered impoverished people received an employment subsidy of 20,000 yuan.

Measures related to social insurance were also carried out by Huazhou to stabilize employment and production last year, including the phased exemption of - or halving of - the social insurance paid by enterprises.

Since February 2020, a total of 1,758 enterprises in the city have been exempted from basic endowment insurance for employees, 1,723 from unemployment insurance, and 1,754 from industrial injury insurance. The total exemption amount exceeded 104.67 million yuan in the year and involved 62,080 employees.

In addition, Huazhou opened both online and offline recruitment channels. It held 25 online job fairs in 2020, with more than 200 enterprises participating and providing over 7,600 jobs, as well as 14 offline job fairs with 205 enterprises taking part.

It also arranged 16 batches of shuttle buses to send workers back to Guangzhou, Beihai in Guangxi Zhuang autonomous region, Zunyi and Songtao Miao autonomous county in Guizhou province, and Qiubei and Qujing in Yunnan province, as well as taking back migrant workers from places beyond the city.
