Quanzhou allocates special funds to ensure recruitment
Quanzhou city in East China’s Fujian province is allocating 150 million yuan ($21.34 million) in funds to protect employment and recruitment by companies in the current year, according to a notice issued on Feb 18 by the municipality on resuming jobs and production.
During the novel coronavirus epidemic, key businesses that take measures to stabilize their workforce and continuous production can be given grants of 1,000 yuan per person for staff participating in unemployment insurance, with a total of up to 300,000 yuan per company.
Enterprises that charter buses, flights and trains to pick up returning employees outside and within the province will receive a labor subsidy of 5,000 yuan and 2,000 yuan respectively.
From February 2020 until three months after the epidemic ends, industrial and mining enterprises which recruit new employees can enjoy a subsidy of 500 yuan per person, up to a total of 100,000 yuan.
Meanwhile officials said that human resources agencies will receive bonuses of 1,000 yuan per person, for organizing HR services and vocational colleges inside and outside the province to recruit employees to Quanzhou.
Eligible companies with fewer layoffs or without layoffs will be reimbursed 50 percent of unemployment insurance contributions in 2019; companies that face temporary production and business difficulties with no or fewer layoffs will be paid back six months of their unemployment insurance contributions.
Colleges, universities and technical schools that sign a school-enterprise cooperation agreement with enterprises in the city and provide batches of graduates of 40 or more for work, are eligible to receive 500 yuan per person, according to the number of graduates introduced to the enterprises.
Funds could be allocated to enterprises in the form of an employment trainee subsidy, at a rate not exceeding 200 percent of the local minimum wage. This will provide positions for graduates from colleges, universities and technical schools not having jobs within two years, as well as for unemployed youths aged 16-24.
In addition, enterprises that organize skills training for newly hired and returning employees who need help will get 800-yuan training subsidy for each person.
