Wang Yongli, mayor of Quanzhou city in southeastern coastal Fujian province, presented the 2019 government work report at the 5th session of the 16th Quanzhou municipal people's congress on Jan 4, during which he was lauded for the city's technological innovation and industrial upgrade last year. 

The city government has been making great efforts to accelerate the transformation and upgrade of Quanzhou's traditional industries. 

In 2019, it issued recommendations on promoting the high-quality development of the manufacturing industry. 

Officials said some 64 major industrial projects were also launched by leading local companies, equipped with 120 intelligent production lines and 14 provincial-level smart manufacturing pilot demonstration factories. 

Officials said the added value of traditional industries -- such as building materials, home furnishings, craft products and paper printing -- achieved double-digit growth last year. The city hosted activities including a national traditional industry transformation and upgrading meeting in November.  

The work report said preferential income tax policies for high-tech enterprises launched in the city helped attract over 200 high-tech enterprises and 123 leading technology giants to Quanzhou in 2019. 

These high-tech enterprises have applications for 1,653 new invention patents, making Quanzhou a key city in the construction of the national intellectual property service system. 

Quanzhou was approved as a national cross-Straits integrated circuit industry cooperation pilot zone in 2019. Officials said that last year the integrated circuit and semiconductor industry chains had begun to take shape. 

Major projects such as San'an Optoelectronics and Siliconware Precision Industry have been put into production in Quanzhou. 

The work report said that last year local government formulated a three-year action plan for the construction of a "digital Quanzhou". 

It formed a 5G industrial development alliance and initiated 5G network planning and base station construction. Last year, the city was named among the first batch of 5G commercial cities in China.

Preferential policies were also issued to attract more top recruits from outside of the city. The public services, such as housing and school enrollment, were also largely upgraded. 

The report said that the transformation of the services industry gathered momentum in Quanzhou in 2019. Some 100 major projects in the industry have completed an investment of 17.5 billion yuan ($2.55 billion) and six new modern service industry demonstration zones have been added. 

Finally, the report pointed out that more than 100 logistics companies above 3A level were launched in the city by the end of 2019. The report said express business delivery volumes hit 1.2 billion packages, an increase of 24 percent year-on-year. 

The report announced that the city's total revenue from its tourism industry topped 130 billion yuan, growing by 20 percent year-on-year.
