Ningbo has honored Jung Hyun-min, former vice mayor of Busan and executive vice chairman of the Busan Chamber of Commerce and Industry, as an Honorary Citizen in recognition of his long-standing contributions to cooperation between the two cities.

Jung first visited Ningbo in 2011 as Busan's Director of Marine Fisheries to attend the first China Marine Economy Investment Conference. During a brief excursion, he visited Yuyao, the hometown of Chinese philosopher Wang Yangming, whose teachings on the unity of knowledge and action had profoundly influenced him. That visit sparked a deep personal and professional connection with Ningbo.

Over the next five years, Jung made more than 10 trips between Busan and Ningbo, facilitating cultural exchanges and supporting the establishment of official city partnerships. In 2015, Ningbo-Zhoushan Port and Busan Port officially became sister ports, marking a milestone in maritime cooperation. In 2016, Jung received Ningbo's prestigious Camellia Award, which honors international residents who have made outstanding contributions to the city's development, international cooperation, and cultural exchange.

After retiring in 2019, he joined Ningbo University as a visiting professor, where he taught courses that bridged philosophy, management, and port-city development, while continuing to foster ties between the two cities.

In 2026, his decades-long efforts were formally recognized when Ningbo granted him Honorary Citizenship, underscoring a relationship rooted in shared values, trust, and enduring friendship.
