Development of large-scale domestic artificial intelligence models

Yang Jianyu, a National People's Congress deputy and general manager of Zhejiang Mobile, was particularly impressed by the mention of artificial intelligence in this year’s government work report.
"Large-scale artificial intelligence models, as the foundation of generative artificial intelligence, are increasingly becoming the focus of international scientific and technological competition. China Mobile has been actively exploring the application of large domestic models in Zhejiang, and this message is very encouraging to us," said Yang.
The development of large-scale domestic artificial intelligence models is progressing rapidly, Yang said. However, compared to developed countries, there are still gaps in terms of independent innovation capabilities, computing power resource supply, realization of application scenarios, and governance of data circulation.
He believed that efforts should be made in four areas, namely strengthening technological breakthroughs, optimizing resource allocation, improving market mechanisms, and enhancing data governance.
Yang suggested leveraging the advantage of the national innovation system to promote technological innovation. He proposed establishing national comprehensive scientific centers in regions with strong foundations, such as Zhejiang, to accelerate technological breakthroughs and commercialization of scientific and technological achievements.
He also advocated for the formulation of talent training plans and the improvement of mechanisms for talent discovery, training, and mobility.
