Zhoushan in East China's Zhejiang province recently published measures to create a better business environment, local media reported on April 23.

The city will publish detailed regulations for the construction of the administrative service center to further streamline procedures for more than 100 administrative affairs.

Over 200 administrative affairs will not require administrative approval, being putting on record, or an announcement.

The maximum time needed to approve construction projects will be reduced to 20 working days from the previous 60 working days.

More efficient customs clearance will be available to ships in the city as the time needed for entry and exit declarations will be reduced to just two hours, the time needed for bonded bunker oil refueling will be reduced to less than 24.5 hours, and the time needed for customs clearance of supplies and spare parts will be cut to 10.5 hours.

This year, Zhoushan will further improve its administrative services to spur the creation and application of intellectual property rights and technological innovation and attract more talent.

By the end of this year, there are expected to be 10.3 invention patents for every 10,000 residents in the city, as well as 17,000 valid trademark registrations.

Industrial companies above designated size in Zhoushan are expected to invest 6 billion yuan ($923 million) in research and development, and the added value of its high-tech industries is expected to exceed 36 billion yuan this year.

Zhoushan also plans to bring in more than 80 high-profile innovative and entrepreneurial talents and select over 80 talents and teams for its talent program this year.
