Haimen has slashed approval times for heavy haul transport routes from 72 to 24 hours, turbocharging operations for hundreds of local manufacturers. 

On March 12, an agricultural machinery cooperative director submitted an oversized cargo transport application, which was fully approved just three hours later. This is just one example of how the new measure is benefiting manufacturers.

As a pioneer in the integration of cross-provincial administrative services, Haimen’s transport department has digitized the entire oversize cargo permit workflow through systemic reforms.

By implementing a "1+3+N" service framework – featuring a 24/7 hotline, three-tier interdepartmental coordination, and multiple AI-powered approval supports – the district has achieved end-to-end digital management from application to permit issuance.

Driven by the booming manufacturing sector that includes new energy equipment and precision machinery, Haimen has processed 685 oversized cargo shipments this year, reflecting surging industrial demand for efficient bulk logistics.
