The municipal authorities at Taizhou city – located in East China's Jiangsu province – recently optimized the approvals mechanism for new construction projects, making it possible for companies to obtain permits at different stages of a build.
Construction permits will be issued in two stages during the construction – for pile foundation engineering and for the main project, under the new measure.
Companies also have the option of choosing to apply for the construction permit in stages or as a whole, based on the actual project situation.
When applying for the permit for pile foundation engineering, submissions aren't needed for the construction project planning permit and the construction drawing review certificate.
During pile foundation construction, companies can simultaneously conduct an application for the main project permit, which can slash the waiting time for construction.
Previously, many materials and complex procedures restricted the speed of project commencement. In particular, for the engineering planning scheme and construction drawing design, multiple revisions and repeated reviews were needed for relevant applicants and departments, said Zhai Jian, deputy director of the city's administrative examinations and approvals bureau.
