Taixing – the county-level city administered by Taizhou in East China's Jiangsu province – has rolled out a much speedier approval mechanism system for major projects costing 100 million yuan ($14.42) each, in order to streamline their construction.
Under the new system, if a municipal department fails to finish its assessment and approval within the default time, the project will be deemed to have implied consent and the application will move to the next stage.
Projects costing 100 million yuan each are subject to four approval phases, 25 approval items and seven relevant departments. Under the new system, the overall approval process can be reduced to just 30 working days.
Incomplete procedures will be regarded as approved by default and the department that ran out of time will be responsible for the consequences.
Through strict deadlines, the new system forces responsible departments to optimize procedures and it enhances their approval efficiency and work quality, said Teng Long, an official of the city's Administrative Examination and Approval Bureau.
