The goal of the zone is to build a national digital export service base

The zone will give full play to the pioneering advantages and industrial foundation of the digital service industry. It will further deepen international digital service cooperation and opening up to the outside world, gather and cultivate a group of leading enterprises to lead the development of digital services across the country and the world, develop a group of well-known digital service industry brands, build a distinct and competitive digital service industry carrier, and build the zone into an influential national digital service export base by 2022.

1. Expand the total industrial scale

By 2022, the total value of imports and exports in the digital service trade is expected to increase by more than 10 percent over the previous year, with exports reaching a value of $500 million. The number of digital service export enterprises is expecting to be around 80, and digital service exports will account for 45 percent of the zone's total foreign trade exports.

2. Strengthen industrial entities

By 2022, 100 digital service companies above designated size are expected to be operating in the zone, and five leading digital service companies valued at over 10 billion yuan are expected to form.

3. Optimize industrial structure

By 2022, a new digital service industry model will be formed, in which digital service technology innovation and industrial application will develop in a coordinated manner, information technology services and digital content services will improve, and new formats and models for digital service industries will emerge.

Based on the construction of the "Chinese Speech Valley" and "China Security Valley", the zone will cultivate more digital service parks, optimize the spatial layout of the digital service industry, develop a number of influential regional centers for the digital service industry, and develop a group of distinct and vibrant innovation demonstration zones for the digital service industry.

4. Increase industrial vitality

By 2022, reforms on the development system and market access rules of the digital service industry are expected to make significant progress, and the working system to effectively promote the development of the digital service industry is expected to take shape. The digital service industry will help promote the transformation of economic development models and inject strong vitality into national economic and social development.
