A group of 36 migrant workers in Zhanjiang have become the city's first to receive "green cards", certifying them as being highly-skilled and therefore eligible for preferential policies.
The new green card holders will now receive government help when wishing to set up their own businesses, buy a house, or register for social security in the city.

The certificates were issued by Zhanjiang's human resources and social security bureau to talents who are from other parts of the country but work or start businesses in Zhanjiang. To be eligible for the green cards workers should have more than one year's working experience in Zhanjiang or work for at least three months a year for three years. Returned overseas students and foreign employees are not included.
The certificate is valid for three years and is renewable.
"It is a responsibility more than an honor, which increases my sense of belonging, and makes me feel at home," said Zhang Jiaqiang, an employee at Zhanjiang Jiacheng Technology. "I will make more contributions to this city."
Similar measures to attract talents have been introduced in other cities, including Guangzhou and Tianjin.
