Fuzhou-Xiamen-Quanzhou National Innovation Demonstration Zone was approved as China's 15th innovation demonstration zone by the State Council in June 2016.
Statistics shows that Fuzhou, Xiamen and Quanzhou, which only cover 2.45 thousandths of land in Fujian province, have attracted 68 percent of scientific research institutions and more than 83 percent of high-tech firms, creating more than 75 percent of scientific and technological achievements and contributing about 13 percent of the province’s industrial output value.
With a focus on three national high-tech zones in the three cities, the zone restructures scientific and technological mechanisms, takes pilot measures, strives to transfer technologies and industrial upgrading, and collaborates with Taiwan in innovation.
In detail, preferential policies have been issued in Fuzhou area, covering scientific and technological talents, innovation and entrepreneurship, industrial development, vocational education and financial services. A total of 85 innovative measures have been put forward in Xiamen area, 30 of which are expected to be national firsts, including bonded supervision of the integrated circuit industry chain and simplifying identification procedures of high-tech firms. Quanzhou area also has implemented a series of policies to improve firms’ independent innovation capacities and promote the utilization and protection of intellectual property.
Thanks to the construction of the innovation demonstration zone, three provincial high-tech zones (Quanzhou Xingu, Nanping and Wuping) have been launched.
