Rural vitalization relies on talent development

Ye Jianwei, member of the 13rd Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, said that talent development is essential for rural vitalization when participating in Zhejiang province's two sessions.
In recent years, Zhejiang has made notable progress in cultivating rural talent. For instance, Lishui has carried out a recruitment campaign for three consecutive years to attract partners and projects to the countryside.
However, challenges persist, especially in remote mountainous areas. These include a shortage of versatile operational talent, inadequate mechanisms for resource integration, and weak supporting services. Systematic and institutional measures are needed to address these issues.
Ye proposed improving the policy support system for rural operations. This includes recognizing partnership participants as provincial-level talent, formulating supporting safeguard policies, and refining incentives to encourage young people to start businesses or find employment in rural areas.
He also proposed establishing long-term pairing assistance mechanisms. Efforts should focus on aligning provincial-level support resources by pairing economically strong villages or market entities in developed areas with villages that have operational resources.
Additionally, strengthening operational service support is crucial. This involves building a comprehensive rural operations service platform, establishing a provincial-level rural operations development fund, and implementing a mentorship system for rural operations.
