Hangzhou aims big for headquarters economy

Hangzhou recently rolled out a package of 22 measures to stimulate the high-quality development of its headquarters economy, local media outlets reported.

The 22 new measures mainly cover three aspects, including setting up localized standards for the identification of headquarters enterprises, offering financial support, and providing all-round support on land use and talent hiring.

Hangzhou carries the aim to further support, cultivate and bring in headquarters enterprises, promote the city's headquarters enterprises to become bigger and stronger, and better play the positive role of headquarters economy in promoting the construction of a modern industrial system and integrating into the global industrial chains and supply chains.

Hangzhou has set up a goal that by 2025, the number of such enterprises will increase by more than 100 and the number of headquarters enterprises with values at over 100 billion yuan ($14.83 billion) and 10 billion yuan will exceed 10 and 60, respectively.

Five years later, by 2027, Hangzhou will strive to realize obvious improvement of headquarters economy and build a national first-class headquarters economic center with distinctive Hangzhou characteristics.
