Investors applying for the establishment of hospitals that are wholly-owned by Hong Kong and Macao shall be legal persons capable of independently undertaking civil liability and shall have experience in directly or indirectly engaging in medical investment and management, and shall meet one of the following requirements:

(1) Ability to provide advanced hospital management experience, management modes and service modes;

(2) Ability to provide internationally leading medical technologies;

2. The establishment of hospitals wholly-owned by Hong Kong and Macao shall meet the following conditions:

(1) They must be an independent legal entity;

(2) The total investment of the tertiary hospital should not be less than 50 million yuan ($7 million), and the total investment of the secondary hospital should not be less than 20 million yuan;

(3) It should meet the basic standards of hospitals above the second level;

3. The requirements for the total investment of wholly-owned hospitals by Hong Kong and Macao in border and poor areas can be appropriately reduced.

4. Hong Kong and Macao investors applying for the establishment of wholly-owned hospitals

(1) One copy of the registration and identity certificates of the legal person respectively (the legal person or responsible person of the applicant shall verify the application materials item by item, and sign and affix the official seal of the unit);

(2) One copy of the bank reference letter issued by the opening bank of the applicant's legal representative:

1) The total investment of the tertiary hospitals should be no less than 50 million yuan;

2) The total investment of the secondary hospitals should be no less than 20 million yuan;

3) The credit certification should be able to prove that the total investment amount meets all budget expenses.

(3) One copy of the Hong Kong and Macao investors certificate;

(4) One copy of the project proposal;

(5) The service providers can provide internationally advanced hospital management experience, management modes and service modes or certification materials with internationally leading medical technologies, one copy;

(6) Other materials: application for the establishment of medical institutions, feasibility study report, project site selection report, architectural design plan, housing property registration certificate and proof of use right or purchase agreement, renting intention agreement. The required materials list above is consistent with the approval for the establishment of medical institutions.
