I. Overview
(1) Scope of application:
This guide stipulates the type of matters reviewed, the basis for the review, the accepting organizsation, the decision-making body, the accepting, reviewing and handling platforms, quantity limits, application conditions, prohibitions, the application materials list, application acceptance, basic processes, handling methods, time limits, standard charges, results, result delivery and other requirements for licensing of Hong Kong and Macao medical technicians applying for short-term medical practice in the Mainland.
This guide is intended for medical technicians in Hong Kong and Macao Special Administrative Regions.
(2) Accepting organisation: Chongqing Municipal Health Commission.
(3) Decision-making body: Chongqing Municipal Health Commission.
(4) Quantity limit: No limit.
(5) Handling method: Online processing and processing in person at service window.
(6) Type of matters reviewed: Approval after review.
(7) Legal time limit: 20 days (excluding the time required for hearing, bidding, auction, inspection, testing, quarantine, appraisal and expert review according to law).
(8) Commitment time: 15 working days (excluding the time required for hearing, bidding, auction, inspection, testing, quarantine, appraisal and expert review according to law).
(9) Fee applicable: None.
(10) Result: License for Short-term Practice of Medicine by Physicians from Hong Kong and Macao or Registration Certificate for Short-Term Medical Practice by Medical Technicians from Hong Kong and Macao.

II. Application conditions
(1) Hong Kong and Macao physicians applying for short-term medical practice in the mainland
1. Applicants shall be physicians legally qualified to practice medicine in the Hong Kong Special Administrative Region or the Macao Special Administrative Region;
2. Applicants shall practice medicine in Mainland medical institutions for no more than 3 years;
3. Applicants shall comply with the Mainland regulations on the employment of Hong Kong and Macao personnel, and be employed by medical institutions with the Practice License of Medical Institutions;
4. Applicants shall comply with the Law on Practicing Physicians and the regulation of the National Health Commission (formerly the Ministry of Health) on the scope of practice;
5. Hong Kong and Macao physicians may not apply for short-term medical practice in the Mainland within 2 years if they have one of the following circumstances: in the assessment cycle, the physician was ordered to suspend medical practice due to unqualified assessment, and failed the reassessment after the expiration of the suspension of medical practice; the physician was revoked the License for Short-term Practice of Medicine by Physicians from Hong Kong and Macao due to violation of the relevant provisions of the Law on Practicing Physicians; the technician was subject to criminal punishment; the technician was denied of the qualification for residence in the Mainland.
(2) Hong Kong and Macao medical technicians applying for short-term medical practice in the mainland (excluding Hong Kong and Macao physicians)
1. Applicants shall be permanent residents of Hong Kong and Macao Special Administrative Regions who have the legal qualifications for practicing medicine and engaged in medical related activities in Hong Kong or Macao;
2. Applicants shall practice medicine in Mainland medical institutions for no more than 3 years;
3. Applicants shall comply with the Mainland regulations on the employment of Hong Kong and Macao personnel, and be employed by medical institutions with the Practice License of Medical Institutions, but may not be employed by more than two medical institutions at the same time;
4. Applicants shall comply with the Law on Practicing Physicians and the regulations of the National Health Commission (formerly the Ministry of Health) on the scope of practice;
5. Hong Kong and Macao medical technicians may not apply for short-term medical practice in the Mainland within two years if they have one of the following circumstances: the technician was disqualified from practice by the health authorities or industry organizations of the Hong Kong or Macao Special Administrative Region; the technician was subject to criminal punishment; the technician was denied of the qualification for residence in the Mainland.
III. Application materials list
(1) Source of materials
The Application Form for the License for Short-term Practice of Medicine by Physicians from Hong Kong and Macao can be obtained from the administrative examination and approval service hall of the Chongqing Municipal Health Commission, or by logging onto the online hall of Chongqing Municipality (http://zwfw.cq.gov.cn), or by downloading the instructions and application form from the website of the Chongqing Health Inspection Bureau (http://www.cqwsjds.com). Other materials are provided by the applicant.
(2) Material preparation
1. Hong Kong and Macao physicians applying for short-term medical practice in the mainland
All the materials are required to be printed on A4 paper, stamped with an official seal, and packed in the order set out below. Where the materials required to be submitted are copies, clear indication of "copy" shall be made, and the originals shall be provided for verification. The items (4), (5), (6) and (7) must be notarized by the notary office in Hong Kong and Macao. The following materials should be in Chinese.
(1) The original Application Form for the License for Short-term Practice of Medicine by Physicians from Hong Kong and Macao;
(2) The original permanent resident identification document issued by Hong Kong and Macao Special Administrative Regions;
(3) Two original bareheaded front half-length photos taken within the past 6 months (3.5*5.3cm);
(4) The original medical academic certificates corresponding to the category of medical qualification to be applied for;
(5) The original practice qualification or certificate of practicing medicine in Hong Kong and Macao Special Administrative Regions;
(6) The original certificate for physical health issued in the past 3 months;
(7) The original certificate of no record of criminal offense;
(8) One copy of the agreement signed between the medical institution and the Hong Kong and Macao physicians;
(9) One copy of the Practice License of Medical Institutions of the medical institutions who employed the Hong Kong and Macao physicians.
2. Hong Kong and Macao medical technicians applying for short-term medical practice in the mainland (excluding Hong Kong and Macao physicians)
All the materials are required to be printed on A4 paper, stamped with an official seal, and packed in the order set out below. The contents of items (4), (5), (6) and (9) must be notarized by the notary office of Hong Kong and Macao. The following materials should be in Chinese.
(1) The original Application Form for the License for Short-term Practice of Medicine by Medical Technicians from Hong Kong and Macao;
(2) The original permanent resident identification document issued by Hong Kong and Macao Special Administrative Regions and one copy of it;
(3) Two original bareheaded front half-length photos taken within the past 6 months (3.5*5.3cm);
(4) The original practice qualification or certificate of practicing medicine in Hong Kong and Macao Special Administrative Regions;
(5) The original certificate for physical health issued in the past 6 months;
(6) The original certificate of no record of criminal offense;
(7) One copy of the agreement signed between the medical institution and the Hong Kong and Macao medical technicians;
(8) One copy of the Practice License of Medical Institutions of the medical institutions who employed the Hong Kong and Macao medical technicians;
(9) The original document on the scope of practice and practice rules of Hong Kong and Macao for such medical technicians;
(10) The original letter of commitment for medical practice submitted by Hong Kong and Macao medical technicians.
IV. Basic process
1. After the applicant has conducted real-name registration through the online hall of Chongqing Municipality (http://zwfw.cq.gov.cn), the applicant can make an online application according to the service guide. The Chongqing Municipal Health Commission will review the application materials online, and if the application materials pass the review, the online administrative examination and approval will then be conducted.
2. The applicant can also apply in the administrative examination and approval hall of the Chongqing Municipal Health Commission. The relevant materials will be directly accepted and reviewed at the hall. The certificate of receiving materials will be issued to the eligible applicants, and the online processing will be conducted in time according to the procedures.
3. Online application: Conduct real-name registration, login, perform online application, fill in business information, upload electronic materials, wait for the pass for preliminary review, submit paper materials or express deliver paper materials to the accepting organization within 3 days after receiving the notification;
4. If the application materials have errors that can be corrected on the spot, the accepting personnel should allow the applicant to correct on the spot;
5. If the application materials are incomplete or do not conform to the statutory form, the accepting personnel shall inform the applicant of all the materials that need to be corrected or complemented on the spot or within five working days, and issue a notice on correction and complement of the materials. If the notice is not made within the time limit, it is deemed that the application has been accepted.
