Tangjiawan invests huge in attracting young talents
Zhuhai National Hi-Tech Industrial Development Zone (Tangjiawan) will invest 300 million yuan ($47 million) in attracting and cultivating talents and 100 million yuan ($16 million) in promoting and upgrading digital transformation. About 1 million sqm (247 acres) of industrial carriers will be put into operation in the next three years.
The Action Plan for Establishing a Future Technology City & Youth- and Talent-Friendly Project (2022-24) was released by the zone during a Jan 9 press conference. A main battlefield for Zhuhai's innovative development, the Hi-tech Zone gives priority to the development of future technologies and establishment of an innovative highland for talents and industries with distinctive Greater Bay Area characteristics.
According to the action plan, a talent-friendly policy system and urban environment in consistence with local economic development will take form by 2022 and major progress shall be achieved by 2023. A modernized and internationalized new home for young talents will be established by 2024.

To achieve that goal, a bevy of 36 measures to provide efficient, precise, high-quality, and comprehensive services for younger people and talents has also been codified. For instance, college graduates and unemployed young people can receive up to seven days of free dining and accommodation when seeking jobs in Tangjiawan. An employment service information platform is also available to provide over 10,000 jobs annually.
Young doctoral candidates, postgraduates, and undergraduates meeting local industrial development demands are eligible for tuition subsidies of 50,000 yuan ($7,844), 30,000 yuan ($4,707), and 10,000 yuan ($1,569), respectively, and free skill training.
Supporting the plan, 24 measures were issued concurrently to offer all-round services spanning social security, housing, children's education, and medical services for high-caliber, experienced, and urgently-needed industrial talents.
On offer will be a total of 10,000 affordable and talent housing units in 2022. A maximum housing subsidy of 6 million yuan ($941,000), livelihood subsidy of 800,000 yuan ($125,500), and rental subsidy of 38,000 yuan ($5,962) are also available.
In addition, policies were released to boost industrial growth, support digital transformation and upgrading, and lower land use costs for enterprises.
A total amount of financial aids of up to 100 million yuan ($15.7 million) is allocated to support traditional and low-efficiency manufacturing industries in speeding up "smart," green, and high-end transformation and upgrading. A talent pool for intelligent manufacturing will be established, single champion enterprises be cultivated, and eligible talents and companies generously subsidized.
Over the next three years, around 1 million sqm of industrial carriers will be available. Qualified companies can purchase headquarters land lots with preferential prices, saving up to 32 million yuan ($5 million). Renters of headquarters offices and industrial factories can enjoy discounts and cut back expenditure by 1.68 million yuan ($263,586) and 1.05 million yuan ($164,729) at most respectively.
