A highway network is proposed that rings, crisscrosses, and radiates from eastern Zhuhai and will allow motorists to access expressways or express roads to and from core urban areas within 15 minutes.

The Plan for a Comprehensive Transport System (2017-35) is being refined, according to a recent reply from the Natural Resources Bureau to Proposal 20210063 at the 5th Session of the 9th Zhuhai Municipal Committee of the Chinese People's Political Consultative Conference. A "Six Horizontal & Ten Vertical" road network by 2035 had initially been approved by the municipal government in 2018.

Currently proposed are efficiently connected clusters within Xiangzhou District via a First Ring Road. This will consist of the Meihua and Jinqin express roads, Xinghai Bridge feeder road, Nanwan Avenue, Changsheng and Xingye roads, and the Hong Kong-Zhuhai-Macao Bridge (HZMB).

Meantime, the east and west lines of Xingye Express Road, Jinqin Express Road, Xinghai Bridge and its feeder, Zhuhai Avenue, HZMB and its west extension line, Third Hengqin Passage, and Nanwan Avenue will connect Xiangzhou with the National Hi-Tech Industrial Development Zone (Tangjiawan), Nanwan Urban Area, Hengqin New Area, and the city's West Wing.

In addition, the reply mentions that, in the long run, an "Eight Horizontal & Eleven Vertical" skeleton road network will take shape. The eight east-west roads are the Lingding Sea Channel and west extension line, Guangdong Western Coastal Expressway, North Xianghai and Hubin-North Huandao roads, Xianghai Bridge and west extension line, Zhuhai Avenue, HZMB and west extension line, Jinhai Bridge-Jinhai Road, and Jin'gang Bridge.

The 11 south-north roads are the Gaolan Port, Airport, and Jiangmen-Zhuhai expressways, Gaolan Port and Xingye express roads, North Airport Road, East Airport-Baijiao roads, Zhongshan West Outer Ring, Guangzhou-Zhuhai West Expressway, Third Hengqin Passage, and Jinqin Express Road-Nanwan Avenue-East Huandao Road.

The Transport Bureau is looking into plans to transform Xiangzhou's arterial roads to alleviate traffic jams. Vehicular flow will be further eased on Meihua Express, Renmin and Santaishi roads, and National Expressway G105 (Gudu Avenue).
