Zhuhai leads similar cities in satisfactory public services
Among 21 Guangdong prefecture-level cities, Zhuhai had the most satisfactory public services in 2020, according to a recent report by the Guangdong Provincial Situation Research Center.
Local government services have held a top comprehensive score in the province for nine consecutive months from through March.
Various city departments were found to have well-clarified powers and responsibilities for 6,093 items. All 48 municipal, 151 district, 23 town and subdistrict, and 321 village and residential community authorities are accessible from the Guangdong Government Service Website.
The time needed to process 1,287 municipal administrative affairs has been cut by 94.91 percent, and 92.87 percent can be dealt with instantly. Meanwhile, 99 percent of government affairs can be concluded with one visit and 98 percent may be handled online. Residents and enterprises can process 1,125 items using the mobile service Yue Sheng Shi and Yue Shang Tong, 1,542 items without presenting related certificates, and 250 items within seconds.

Notably, Macao residents can process Zhuhai social security affairs remotely via cellphones, and 10 services related to identity cards, health QR codes, green channels, hotlines and reservations have been rolled out to assist the elderly.
In total, 2,268 government services can be handled throughout the city, including the top 200 items most frequently processed by residents, and 972 services can be processed at 152 bank outlets. The city handled 105,600 items last year, ranking 1st in Guangdong.
A mechanism is in place to assess the performance of 374 government service halls and stations across the city, and it shows that 1.88 million complaints were resolved. The public satisfaction rate exceeded 96 percent.
The Zhuhai Government Service Data Management Bureau has integrated 791 million pieces of public data from 70 departments and 46 operation systems, with 451 data sets and 505 databases accessible to the public. It allows 169 service items to be certified retrospectively based on licenses issued and 340 service items to be available for cross-border process.
In addition, it has teamed up with China’s three major mobile operators and eight banks to realize an overall integration in 5G "smart" government and bank services. The first cross-regional blockchain-empowered public resources trading platform with universal use of one CA digital certificate was initiated by the bureau. Around 9,000 electronic letters of guarantee were processed online, saving enterprises 3.9 billion yuan ($595.5 million).
