By 2023: '1-stop' Civic Service Center instead of 8 trips
Residents and enterprises will sort out local government affairs in one visit to the Zhuhai Civic Service Center for which ground was broken March 18. This will eliminate trips to eight service halls across the city to deal with business registration, human resource and social security, real estate, provident fund, exit-entry, and taxation affairs.
The building site is an undeveloped lot at the West Meihua-North Yingbin road intersection in New Xiangzhou. It borders Meihua Urban Garden toward the west and faces the Teenager, Woman & Children's Activity Center of Zhuhai, and Zhuhai Library to the south. The proposed Zhuhai Media Group Cultural Complex and municipal Workers Cultural Palace are close nearby.

The service center design is inspired by a gull flying over the sea and seeks to embody harmony between architecture and nature. With floorage of 162,000 sqm (40 acres) and a footprint of 43,600 sqm (11 acres), it will contain an emergency center, public resource trading facility, and service areas for real estate and provident funds, Citizen Hotline 12345, taxation and social security, public security affairs, enterprises, and public institutions.
All-weather government services will be available using 5G, remote visualization, big data analysis, and "smart" cabins. The facility will have a bus depot in addition to 2,000 parking spaces. Construction by Zhuhai Huafa Group and is to be completed in December 2022.
One of the Top 10 Livelihood Projects for 2021, the service center plays a key role in creating and optimizing Zhuhai's Digital Government. It is expected to become a leader among national peers in terms of service coverage, digitalization level, and visitor experience.
