Hard-hit cultural, tourism, and sports enterprises in Zhuhai will receive fiscal subsidies, loan support, and tax abatements to help them pull through the COVID-19 outbreak.

A dozen measures related to burden alleviation, work resumption, and market confidence boosts were approved at an executive meeting of the Zhuhai Municipal People's Government on May 9.

Subsidies will be offered to offline bookstores that remained open and to cinemas that closed during the outbreak. Art troupes and venues that canceled performances will each be granted up to 500,000 yuan ($70,540). National key cultural relics protection units that had intended to host Spring Festival activities at their own expense will be compensated for losses. A one-off subsidy is available for sports lottery sellers who suspended business.

Eligible hotels and travel agencies that cooperated with the government to cancel orders or accommodate people for centralized quarantines will be rewarded. Water, electricity, and gas payments will be halved for hotels designated for centralized medical observations.

Local districts are encouraged to offer targeted subsidies for key tourism enterprises, while property and urban land-use taxes will be reduced for those having difficulties paying taxes due to the pandemic. Financial institutions are encouraged to offer loan support.

One-time subsidies will be offered to cultural, tourism, and sports enterprises that meet requirements for work resumption. Cultural and sports activities are encouraged, while cultural and sport infrastructure and government-invested projects will be supported. The government will help coordinate land use for qualified enterprises.

The top 20 travel agencies in tax payments in 2020 will be aided, and a one-off subsidy will be granted to tourism enterprises that host the series activities Guangdong People's Tour in Guangdong and Zhuhai People's Tour. Tourism enterprises are encouraged to enhance print and online publicity and attend exhibitions, sales, and promotional activities outside the city.
