Tangjiawan, Jinwan companies given added support
A 100-million-yuan ($14-million) fund has been set up by the Zhuhai National Hi-Tech Industrial Development Zone (Tangjiawan) to help enterprises resume operations. Jinwan District also has adopted a host of supportive measures.
In Tangjiawan, enterprises that restore production capacity are provided with adequate epidemic prevention and control supplies, reduced rent, and increased financial support.
For instance, those above designated size with output value/operating revenue exceeding 1 billion yuan ($142 million) in 2019 and a year-on-year increase of more than 10 percent in the first half of this year will receive a one-off 800,000 yuan ($113,800). Local authorities will assist companies in purchasing epidemic prevention and control supplies, and customs will open green channels for such imported materials.
Meanwhile, local human resources authorities will arrange shuttle buses for employees of key enterprises or areas. Full-amount subsidies will be offered to enterprises that shuttle their employees via chartered buses or car-sharing.

Labor agencies that introduce more than 10 new workers will be awarded based on the enterprise's size. If above designated size, 500 yuan ($70) is available for each worker recruited, otherwise 300 yuan ($45) per person will be granted. The maximum subsidy for a single agency will not exceed 500,000 ($71,140) yuan, and the employees must sign a labor contract and pay social insurance for more than three months.
Local state-owned incubators and accelerators will exempt real-economy enterprises from rental and management fees for two months, and halve the rent and fees for one month.
Contractors of government-invested projects fall behind schedule due to the epidemic will be allowed to postpone the deadline reasonably.
In Jinwan District, eligible enterprises will receive 500 yuan for each newly recruited and insured employee to a limit of 1 million yuan ($142,280) within three months after the epidemic ends.
Companies that produce or transport urgently needed anti-epidemic supplies will get a one-time subsidy of 1,000 yuan ($142) for each newly contracted staff member who pays social insurance for more than one month. Human resources agencies will be given 400 yuan ($57) yuan for each contracted and insured employee introduced to such enterprises.
Agencies that hold online job fairs under the guidance of Jinwan human resources authorities will receive 300 yuan for each successful match. The total for a single job fair will not exceed 3,000 yuan ($426), and recruited employees have to go through employment registration and pay social insurance.
Newly introduced employees with full-time bachelor's degrees or above, professional technical staff at assistant level or higher, and personnel with high-level national vocational qualifications urgently needed in Zhuhai can apply for a monthly living allowance ranging from 600 yuan ($85) to 3,000 yuan for up to 36 months.
Last month, the Zhuhai City government began lowering the impact on medium and small-sized enterprises (SMEs) during the outbreak. Steps also were taken citywide to help larger markets and convenience stories to reopen.
