Dr. Toloraya obtained his bachelor degree from Moscow State University, master degree from Moscow State Institute of International Relations, and doctoral degree from Graduate School of the Institute of Economics of the World Socialist System. He received a full doctoral certificate issued by Academy of Science of Russian Federation in 1994.

He served as Russian economist of USSR Trade Representation in Democratic People's Republic of Korea, Consul-General of Russian Federation in Sydney of Australia, Minister-Counselor of Russian Embassy in Democratic People's Republic of Korea, Minister-Counselor of Russian Embassy in Republic of Korea, Deputy Director-General of First Asian Department of Ministry of Foreign Affairs of Russia. He was awarded Russian Federation Presidential Certificate of Honour twice in 2001 and 2008 respectively.
