Taking an "air taxi" is becoming a reality in Shanghai, where a plan is in place to establish a robust low-altitude public flight network with over 400 air routes by 2027.
In October, Shanghai introduced a new helicopter service connecting Suzhou city's Wujiang district with Hongqiao International Airport, cutting travel time from 90 minutes by car to just 18 minutes. Additionally, tourists can now enjoy helicopter tours over the Huangpu River.
The city's ambition is clearly outlined in its 2024-27 action plan for the high-quality development of the low-altitude industry. Released in August, the plan aims to position Shanghai at the forefront of the global low-altitude economy and establish it as an internationally influential "Sky City".
As part of the plan, Shanghai will work with other Yangtze River Delta cities to build China's first inter-provincial low-altitude flight network. The city also seeks to establish a national comprehensive demonstration zone for the low-altitude industry.
Shanghai's enthusiasm, openness, and expert approach toward the low-altitude economy are evident in the release of detailed policies and standards. Huang Yongwei, CEO of TCab Tech, said in an interview with Caijing that while many cities are indeed paying attention to the low-altitude economy, Shanghai's advanced urban development and ample space for aerial activities offer significant advantages for various commercial scenarios.
"Shanghai's city-wide planning allows each district to break down task targets according to its resources, making it more scientific and efficient," Huang added.
Each district in Shanghai is leveraging its strengths to contribute to overall efforts. Jinshan district is focusing on drone applications for urban delivery, Xuhui district is expanding low-altitude shuttle routes, and the Hongqiao International Central Business District has set up the Hongqiao International Low-Altitude Economy Industrial Park.
