NSIP: Six measures to support production resumption

Su-Tong Science and Technology Park (NSIP) recently announced six measures to help accelerate the resumption of work and return to normal life.

The essential applications are focused on enterprises resuming work and production, continuation of epidemic-related work, provision of daily necessities, and development of key projects. All those matters will have a green channel offering emergency reservation services in "zero waiting time" to urgent applications on a case-by-case basis.

For business start-ups, the facilitation measures include promoting online self-services for registration and applications for required business licenses or permits.

NSIP will also generalize use of the provincial integrated service platform for business start-ups -- Quan Lian Tong in Chinese -- and expand the application range of e-business licenses. It reduces the handling time to issue a business license to within half a working day.

Enterprises and citizens are advised to handle affairs through the online service platform following the prepared operational procedure instructions and each service department has available people ready to respond to inquiries.

Affairs that cannot be handled online will be processed through telephone reservations, e-mail pre-approvals and delivery of required documents and final results. Remote means such as video conferences will be conducted for affairs requiring on-site surveys or assessment needs.

The application process will be simplified for affairs that truly need original material verification to be provided and kept on file. Applicants can submit materials and get approvals online even if some materials are temporarily lacking. The required paper-materials must be presented via later delivery after the epidemic period.

The six measures also cover rigorous enforcement of epidemic controls to ensure safety and order during the on-site services and to strengthen the supervision and enforcement of the policies supporting resumption of work and production.
