East China's Shanghai city released a blueprint on June 28, designed to cement its status as a global power city by 2025, with a projected industrial scale of over 200 billion yuan ($29.86 billion).

The local power industry, which will be centered on Lin-gang Special Area, covers the aerospace, automobiles, maritime and energy sectors.

The plan proposes the city introduce major projects that act as economic drivers, with a cumulative investment in the power industry of over 100 billion yuan – and attract leading companies valued more than 10 billion yuan – as well as over 50 small and medium-sized specialized enterprises that will serve as support industries.

In addition, the city will accelerate innovation in key and core technologies in the power industry. It plans to build three to five national or municipal manufacturing innovation centers, over 10 industrial innovation platforms and invest more than 100 billion yuan in R&D.

In order to speed up the construction of the power industry service chain, plans are for Shanghai to diversify services in such areas as R&D and design, testing and registration, operations and maintenance, exhibitions and overseas trade. It will also incubate professional service institutes and build more than five national public service platforms.
