How Lin-gang upgrades high-end shipping services

Chinese-funded and foreign-funded enterprises and institutions shall receive support in shipping financing, shipping insurance, shipping settlements, leasing of aviation supplies, ship trading, shipping arbitration, and other services, exploring the development of the shipping index derivatives business, and improving high-end shipping service functions, according to the Overall Plan for Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone issued by the State Council.

I. Main functions of the plan

With the rapid development of global trading and shipping, the demand for ship operators is steadily increasing. Chinese ship operators now have the opportunity to alleviate poverty through industrial development and increased employment as the number of ship operators in Southeast Asia has declined. However, the mobility of ship operators influences where they pay their social insurance premiums, which is closely related to household registration, buying houses, schooling for children, and medical treatment. Therefore, most ship operators wish to pay for social insurance premiums in their original place of residence, which restricts their dispatch and ship management.

Lin-gang Special Area, cooperating with the Shanghai Maritime Safety Administration and Shanghai Municipal Transportation Commission, has developed workable solutions to the shipping industrial chain layout and the improvement of high-end shipping services. The Shanghai Maritime Safety Administration and its affiliate the Yangshan Maritime Safety Administration formulated a solution based on the research of ship operators. The solution says that institutions involved in ship operator's labor dispatch can provide a certain percentage of certificates of coverage in different localities. Lin-gang also canceled the restriction on the place where ship operators pay for their social insurance premiums. The authority to approve ship operator dispatch institutions registered and operated in Lin-gang was granted to Lin-gang Special Area authorities.

II. Results of implementing the plan

Relevant shipping companies and institutions involved in ship operator's labor dispatch have started business in Yangshan Special Comprehensive Bonded Zone, with support from the Shanghai Maritime Safety Administration and Shanghai Municipal Transportation Commission. The companies are forming a shipping industrial chain including shipping insurance, shipping settlement, leasing of aviation supplies, ship trading, shipping arbitration, and maritime safety services, based on the ship management and ship operator's labor dispatch.

The move represents the determination of Lin-gang Special Area to carry out independent development, independent reforms, and independent innovation - independently developing innovative businesses closely aligned with the market under the premise of controllable hazards. In addition, it pushes forward the construction of the Shanghai international shipping center.
