The Yangshan Port Office of the Shanghai Maritime Safety Administration of the PRC (Yangshan Port MSA) recently completed its first ship registration change since its establishment on May 20.

The Yangshan Port MSA provided a "specialist" service for shipping enterprises and completed the entire process, which includes examination and approval and making and issuing certificates, in just one day, three to five days less than it usually takes.

On May 20, a group of 36 administrative law enforcement powers of devolution were adjusted for the Yangshan Port MSA to make it Lin-gang Special Area's main maritime affairs area.

In order to promote this decentralization and adjustment, the Yangshan Port MSA investigated shipping companies whose place of registration or operation is the Lin-gang Special Area. "Advanced services" are offered based on the requirements of shipping companies, and "specialists" are arranged to connect business applicants with each other.

The ship "Jiang Xia Rong", belonging to Shanghai Haiyi Shipping Co Ltd, recently needed to change its registration and apply for minimum safety manning certificates. However, the original nationality certificates and ownership registration certificates cannot be provided because the ship has not yet arrived at the port.

The Yangshan Port MSA arranged a special person to connect with the company, received relevant application materials via email to review in advance, and suggested certain corrections.

In order to offer top-notch maritime services, Yangshan Port MSA will offer comprehensive, electronic, and online services, and will notify relevant parties about certification matters in the Lin-gang Special Area.
