The Lin-gang Special Area Office of Shanghai Maritime Safety Administration of PRC was unveiled in the Lin-gang Special Area Administration on May 20.

A group of 36 administrative law enforcement powers of devolution were adjusted to make Lin-gang's maritime business dealt in the area.

The key point of the devolution is to gradually move forward the registration of international ships registered as "China Yangshan port", and carry out the reform separating permits from the business license in the review of safety management system for shipping companies. The harbor and channel engineering firms and crew members in Lin-gang will be able to apply for relevant certificates and declaration procedures nearby after the reform.

Before the devolution, these businesses could only be handled at the Shanghai Maritime Safety Administration administrative center, which is inconvenient for those whose places of registration or business are Lin-gang Special Area. The decentralization of administrative enforcement authority will maximize the convenience of administrative counterparts in Lin-gang.

According to Xie Kaiyun, director of the Lin-gang Special Area Office of Shanghai Maritime Safety Administration, Shanghai MSA will step up efforts in promoting the construction of Lin-gang Special Area in the next step.

The first strategy is to shorten the administrative examination and approval of the area. The second is to implement the Lin-gang Special Area certification issues notification commitment. The third is to further cut taxes and add subsidies. The fourth is to make the reform policy of seafarers' foreign assignment agencies pilot in Lin-gang. The last is to implement a more convenient international ship registration system for "China Yangshan port", and further improve the process of ship registration.
