Taixing city in East China's Jiangsu province decided to develop "123" specialized industrial clusters in 2021 and through three years of efforts, the scale of them has increased by 18 percent compared with 2020.
The "123" system focuses on developing a 100 billion-yuan-level ($14.09 billion) fine chemical and new material industry cluster and two 50 billion-yuan-level industry clusters in high-end equipment manufacturing and biomedicines and new medical devices.
It also focuses on three 10 billion-yuan-level industry clusters in deep processing of agricultural products and food processing, energy conservation and environmental protection and new energy.

This year, an improvement action was made by the city to boost the competitive advantages of industries such as fine chemicals and new materials and high-end equipment manufacturing, as well as expand the scale of industries such as new energy, new type foods and environmental protection.
Plans are for the city to generate a scale of 255 billion yuan for the six major industry clusters included in the "123" system by 2026.
In addition, the city has set up a financial fund of 50 million yuan this year to support innovation projects with leading roles.
