1. Land for industries is considered part of national spatial planning, to ensure that space for industries is sufficient.
2. Pursuing provincial land indicators for major projects is a top priority.
3. Intervention in project settlement approvals is conducted in advance and the scale of land usage is measured. To meet the requirements of the project, approximately 1,000 mu (66.7 hectares) of land is allocated each year.

Pollution control indicators
1. The measurement and approval of the residual quantity of pollution control is conducted.
2. The indicators are pursued while contacting the provincial department and Taizhou municipal government.
Every year, the implemented indicator for COD is about 0.03t/a/mu (0.002t/hm2), ammonia nitrogen 0.002t/a/mu, total phosphorus 0.4kg/a/mu, sulfur dioxide 0.06t/a/mu and nitrogen oxide 0.3t/a/mu. All these indicators meet the project's needs.
Energy consumption indicators
1. Energy-saving certification for energy-saving technical transformation projects of existing enterprises is carried out.
2. Pursuing energy-saving transactions outside Taizhou is taken into consideration.
The energy consumption target of about 300,000 metric tons is implemented every year to meet the project's needs.
Infrastructure
1. Jiangsu Port Group Co Ltd: The main business of wharves is prioritized, port resources are integrated and investment, construction and operation of projects related to Hong Kong are implemented to facilitate the development of industrial parks in Xinpu North District.
2. Chengxing State Investment Corp: Focus on environmental protection facilities such as a circular economy industrial park, domestic sewage treatment, cabin wastewater waste liquid treatment, solid waste incineration and the like.
3. The steam supply capacity of the park is estimated to be 2,200 t/h, the industrial water supply 300,000 t/d and the natural gas 1 billion cu m/y. All these indicators meet project needs.
Existing industry enterprises with characteristics fostering new growth drivers (by 2022)
1. One enterprise exceeding 10 billion yuan in market value (SP Chemicals Co Ltd).
2. Six enterprises exceeding 5 billion yuan in market value (UPC Technology Corp, SNF Flocculant Co Ltd, Taixing Jinjiang Chemical Co Ltd, Taixing Sunke Chemicals Co Ltd, Hongbaoli Group Jiangsu Yanchang Zhongran Chemical Co Ltd).
3. Three enterprises exceeding 3 billion yuan in market value (Taixing Jin Yan Chemical Technology Co Ltd, Shengtai Group, Jiangsu Changlong Agrochemical Co Ltd).
4. Four enterprises exceeding 2 billion yuan in market value (Abel Industries Inc, Jiangsu Jinji Industrial Co Ltd, Jiangsu Sandie Chemical Co Ltd, Taizhou Bailly Chemical Co Ltd).
