Main measures

Five projects will be implemented in important areas such as artificial intelligence services, network security services, integrated circuit design services, offshore outsourcing services, and digital content services.

1. Innovative system project

Establish a working mechanism that adapts to the innovative development of digital service exports, establish and improve a high-level supervision system for the digital service industry, and encourage digital service export companies to carry out strategic cooperation.

2. Digital service transformation project

Promote the digital upgrading of leading industries, promote digital services to improve business processes, and work to develop digital creative industries.

3. Industrial agglomeration project

Work to aggregate digital service core carriers, strengthen support for high-end digital service projects, cultivate digital service unicorn enterprises, original content IP, and digital service innovation and entrepreneurship projects of leading enterprises.

4. Service platform construction project

Accelerate the construction of an international service center for technological innovation and of various comprehensive service platforms to help with service innovation, information consulting, trade show promotion, talent training, and policy experimentation.

5. Open cooperation project

Actively take part in the Belt and Road Initiative, carry out more projects, help enterprises expand globally, and expand overseas promotion channels for digital service brands.
