Originally named New Anhui Law Firm, the firm was founded in 1999. It got its current name in 2000 upon the approval of the Anhui Provincial Department of Justice. In the same year, the firm was qualified to engage in the property rights definition of securities, State-owned enterprises, and collective technology, as well as bidding on construction projects, with the authorizations from the Ministry of Justice, the China Securities Regulatory Commission, the State-owned Assets Supervision and Administration Commission of the State Council, and the State Scientific and Technological Commission.  

The firm has 22 partners, 98 professional lawyers, 36 apprentice lawyers, and eight administrative support staff. It has established six business departments for project investment and financing and securities, real estate and construction, intellectual property, civil and commercial law, criminal law, and litigation and arbitration.
