Guizhou to boost comprehensive tech innovation capabilities

Southwest China's Guizhou province recently released a technology innovation plan that is expected to achieve far-reaching results when implemented during the 14th Five-Year Plan (2021-25) period.

Under the blueprint, by 2025, Guizhou's social R&D investment will increase by 12 percent on average annually, basic research investment will occupy 11 percent of the total social R&D spend and 4.21 percent of the workforce will be R&D personnel.

By 2025, an estimated 38 percent of manufacturers above a designated size – those with an annual revenue of 20 million yuan ($3.12 million) or more – will be involved in R&D activities, 2.5 percent of the province's GDP will be generated by technology contracts and the output value of high-tech industries will have doubled from current levels.

In addition, 22 percent of Guizhou's total industrial output value will come from strategic emerging industries, 12 percent of the citizens will have scientific quality, the region's innovation ability will rank among China's top 15 and the comprehensive technology innovation ability will rank among China's top 20.

By 2025, Guizhou's open innovation system, overall tech innovation capabilities, industry support, enterprise tech innovation ability and its tech innovation ecosystem will have substantially improved – and an open, coordinated and highly efficient technology innovation system will have been established.
